本次招標(biāo)采用傳統(tǒng)招標(biāo)方式，現(xiàn)邀請(qǐng)合格投標(biāo)人參加投標(biāo)。

投標(biāo)人應(yīng)具備的資格或業(yè)績(jī):（1）資格要求 Requirements for Qualification of Bidder A．★營(yíng)業(yè)執(zhí)照：如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，并加蓋公章；如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；A．★Business licence：If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided(all documents within the validity period); If the bidder is an overseas registered company, it shall provide valid company registration certificate.B．★體系認(rèn)證要求：投標(biāo)人須同時(shí)具備有效的GB/T19001（或ISO9001）質(zhì)量體系認(rèn)證證書、GB/T24001（或ISO14001）環(huán)境管理體系認(rèn)證證書，由中國(guó)國(guó)內(nèi)機(jī)構(gòu)發(fā)證的可在中國(guó)國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)網(wǎng)站(http:// /)核實(shí)。
投標(biāo)時(shí)需提供相關(guān)證書的掃描件（原件備查）；B. ★GB/T or ISO certificates- requirement：The bidder must have valid GB/T19001 (or ISO9001) certificate and GB/T24001 (or ISO14001) certificate. The certificates which issued by China’s domestic institutions should can be verified on the website of China National Certification and Accreditation Administration (http:// /). Bidders must provide scanned copies of the certificates (original for future reference).C、★制造商投標(biāo)要求（不接受代理）：C、★Bid by Manufacturer requirement （Bid by Agent is not accepted）投標(biāo)人應(yīng)為所投貨物的制造商或成撬商。

Failure to obtain bidding documents through legal channels：Participation in bidding is not allowed.（2）資質(zhì)要求及證明文件：無(wú)Requirements of Qualification of Bidder and Certificate：None（3）★業(yè)績(jī)要求Requirement for Bidder's reference:從2019年1月1日起至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人應(yīng)具有至少1個(gè)已完成的不小于100米水深導(dǎo)管架平臺(tái)的外加電流陰極保護(hù)及監(jiān)測(cè)系統(tǒng)的供貨業(yè)績(jī)（供貨業(yè)績(jī)的制造商必須是本次投標(biāo)產(chǎn)品的制造商或成撬商），投標(biāo)人應(yīng)提供設(shè)備第三方認(rèn)證證書（第三方認(rèn)證證書是指應(yīng)取得第三方發(fā)證檢驗(yàn)機(jī)構(gòu)證書的設(shè)備必須取得海上設(shè)施產(chǎn)品檢驗(yàn)證書，不可以用船用產(chǎn)品證書、型式認(rèn)可證書替代海上設(shè)施產(chǎn)品檢驗(yàn)證書）。
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。
業(yè)績(jī)證明文件包括但不限于：1）銷售合同和2）用戶簽字或蓋章的到貨驗(yàn)收材料（到貨驗(yàn)收單或調(diào)試驗(yàn)收?qǐng)?bào)告或其他可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料）。
投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)（應(yīng)有雙方蓋章）、制造商名稱、貨物名稱、技術(shù)文件及到貨驗(yàn)收材料（到貨驗(yàn)收單或調(diào)試驗(yàn)收?qǐng)?bào)告或使用方出具的有效證明文件）。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)滿足上述業(yè)績(jī)要求的，均視為無(wú)效業(yè)績(jī)。
From January 1st, 2019 to the deadline for bidding (subject to the contract signing time), the products submitted by the bidder shall have at least one completed performance of supplying impressed current cathodic protection and monitoring system (ICCP+CPMS) for not less than 100 meters deep water jacket platforms（The bidder shall be the manufacturer of bid goods or Machinery Assembly and Integration compnay）Bidders shall provide third-party certification certificates (Third party certification certificate refers to the  equipment should obtain a certificate from a third-party certification inspection agency which must obtain an offshore facility product inspection certificate. Ship product certificates or type approval certificates cannot replace offshore facility product inspection certificates. The bidder shall submit the performance table in the prescribed format and relevant performance supporting documents. The performance documents include but are not limited to: 1) a copy of the contract (including relevant technical annexes) and2) the arrival and acceptance materials (arrival and acceptance sheet or commissioning acceptance report or valid documents issued by the user). The performance documents submitted by the bidder must at least reflect the following: contract signing time, contract signing page (should be stamped by both parties), manufacturer's name, name of the goods, technical documents and arrival and acceptance materials (arrival and acceptance sheet or commissioning acceptance report or valid documents issued by the user). Failure to submit performance documents, or the performance documents provided do not reflect the fulfillment of the above performance requirements, are considered invalid performance.（4）其他要求：★產(chǎn)品生產(chǎn)標(biāo)準(zhǔn)要求：提供以往項(xiàng)目的外加電流陰極保護(hù)及監(jiān)測(cè)一體化裝置第三方產(chǎn)品認(rèn)證證書，同時(shí)投標(biāo)人須承諾：本項(xiàng)目產(chǎn)品必須滿足QBZH 11111.05-2021，QBZH 11111.07-2024 及相關(guān)規(guī)范要求。
★Production standard requirements：Provide third-party product certification certificates for the impressed current cathodic protection and monitoring integrated device of previous projects. At the same time, bidders must promise that the products of this project must meet the requirements of QBZH 11111.05-2021, QBZH 11111.07-2024 and relevant specifications.★產(chǎn)品認(rèn)證證書：投標(biāo)人必須承諾：提供中華人民共和國(guó)應(yīng)急管理部認(rèn)可的ABS、BV、CCS和DNV船級(jí)社機(jī)構(gòu)證書（需要從以上任意一家機(jī)構(gòu)獲得第三方產(chǎn)品認(rèn)可證書），除了上述4家機(jī)構(gòu)外的任何機(jī)構(gòu)包括他們的下屬機(jī)構(gòu)均不允許。
并隨設(shè)備一同交付。
★The Products certifying agency's certificates：The bidder must promise ：The Products certifying agency's certificates shall be issued by one of the agencies among ABS, BV CCS and DNV which are approved as Classification Society by the Emergency Management Department, PRC. It’s not allowed that the certificates issued by inspection subordinate organization, certification subordinate organization or consultant subordinate organization of these 4 Classification Societies approved by the Emergency Management Department, PRC. The Certificate of Compliance shall be issued with the cargo delivered.
