normal align=left style='text-align:left;line-height:150%'>1、投標人須具有獨立法人資格且同時具備水利水電工程工程施工總承包叁級及以上資質與鐵路工程施工總承包叁級及以上資質，具有有效的營業(yè)執(zhí)照和安全生產(chǎn)許可證，并在人員、設備、資金等方面具有相應的施工能力。

normal align=left style='text-align:left;line-height:150%'>2、投標人擬派的項目經(jīng)理須具備水利水電專業(yè)貳級及以上或鐵路工程專業(yè)壹級注冊建造師執(zhí)業(yè)資格具有有效的安全生產(chǎn)考核證（B）證；

normal align=left style='text-align:left;line-height:150%'>3、技術負責人須符合相關專業(yè)要求并取得中級以上（含中級）技術職稱，各主要工作崗位須滿足持證上崗條件；

normal align=left style='text-align:left;line-height:150%'>4、與招標人存在利害關系可能影響招標公正性的法人、其他組織或者個人，不得參加投標；

normal align=left style='text-align:left;line-height:150%'>5、單位負責人為同一人或者存在控股、管理關系的不同單位，不得參加同一標段投標或者未劃分標段的同一招標項目投標。
