投標(biāo)人應(yīng)具備的資格或業(yè)績:對投標(biāo)人的資格和業(yè)績要求：Requirements for Qualification and reference of Bidder: （1）資格要求 Requirements for Qualification of Bidder A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）；如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B. 本次招標(biāo)不接受代理商投標(biāo)。
投標(biāo)人應(yīng)是投標(biāo)貨物的制造廠商（包括制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司）。
如果投標(biāo)人是制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，投標(biāo)人應(yīng)提供聲明，說明投標(biāo)人與制造廠商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷售工作。
Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods,  including the sales company within the same group as the manufacturer of bid goods. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.C. 是否接受聯(lián)合體投標(biāo)：否Joint Venture: Not Accepted D. 未領(lǐng)購招標(biāo)文件是否可以參加投標(biāo):不可以Bid without the bidding documents：NOT Allowed （2）資質(zhì)要求Qualification requirement:投標(biāo)產(chǎn)品制造商應(yīng)取得覆蓋本次投標(biāo)產(chǎn)品且有效的《中華人民共和國特種設(shè)備生產(chǎn)許可證》（壓力管道元件制造）及《特種設(shè)備型式試驗證書》（壓力管道元件）并在投標(biāo)時提供。
The manufacturer of the bidding product shall obtain a valid "Production License of Special Equipment People's Republic of China" (for the manufacture of pressure pipeline components) and a "Special Equipment Type Test Certificate" (for pressure pipeline components) that cover the bidding products, and provide them at the time of bidding.（3）業(yè)績要求Requirement for Bidder's reference:2014年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)），投標(biāo)人所投產(chǎn)品制造商應(yīng)具有至少1個合同的SMPO裝置特殊調(diào)節(jié)蝶閥的供貨業(yè)績，且須同時滿足：1）閥門尺寸不小于42吋；2）閥門帶有內(nèi)部蒸汽隔離（With internal steam barrier）的技術(shù)要求。
如投標(biāo)人為制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，需提供該制造廠商的業(yè)績。
From January 1st, 2014 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have at least one contract of supply performance of Special Regulating Butterfly Valve of SMPO Plant, and meet the technical requirement of at the same time: 1) valve size not less than 42 ", 2) valve with internal steam barrier. If the bidder is a company responsible for sales within the manufacturer's group, the performance of the manufacturer shall be provided.投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。
業(yè)績證明文件包括但不限于：銷售合同復(fù)印件和用戶簽字或蓋章的到貨驗收材料。
投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、閥門尺寸、閥門帶有內(nèi)部蒸汽隔離。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。
同一個年度協(xié)議下提供1個或以上的訂單及與訂單對應(yīng)的到貨驗收材料均算為1個有效業(yè)績。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract and acceptance evidence of goods delivery signed or sealed by the user. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, valve size, valve with internal steam barrier, .If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
是否接受聯(lián)合體投標(biāo):不接受
未領(lǐng)購招標(biāo)文件是否可以參加投標(biāo):不可以
