其余內(nèi)容不變。

中化建國(guó)際 受招標(biāo)人委托對(duì)下列產(chǎn)品及服務(wù)進(jìn)行國(guó)際公開(kāi)競(jìng)爭(zhēng)性招標(biāo)，于2024-04-22在發(fā)布變更公告。
本次招標(biāo)采用傳統(tǒng)招標(biāo)方式，現(xiàn)邀請(qǐng)合格投標(biāo)人參加投標(biāo)。

1、招標(biāo)條件
項(xiàng)目概況:渤中26-6油田開(kāi)發(fā)（一期）鉆完井項(xiàng)目設(shè)計(jì)12口井下入井下電子壓力計(jì)，監(jiān)測(cè)井下壓力和溫度變化，實(shí)際招標(biāo)數(shù)量可能根據(jù)項(xiàng)目實(shí)施情況進(jìn)行調(diào)整。

Requirements for Qualification and reference of Bidder:

（1）資格要求 Requirements for Qualification of Bidder

A．★如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；


A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B、★投標(biāo)人所投產(chǎn)品的制造商應(yīng)通過(guò)石油天然氣行業(yè)質(zhì)量管理體系A(chǔ)PI Spec Q1認(rèn)證，須同時(shí)具備有效的GB/T24001（ISO14001）環(huán)境管理體系認(rèn)證證書(shū)、GB/T28001(OHSAS18001)或GB/T45001 (ISO45001) 職業(yè)健康管理體系認(rèn)證證書(shū)，國(guó)內(nèi)認(rèn)證機(jī)構(gòu)簽發(fā)的證書(shū)應(yīng)可在中國(guó)國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)網(wǎng)站(http:// /)核實(shí)。
如果有國(guó)家相關(guān)部門(mén)發(fā)布的最新體系標(biāo)準(zhǔn)，以最新體系標(biāo)準(zhǔn)為準(zhǔn)。
投標(biāo)時(shí)需提供原件掃描件（原件備查）。


B.The manufacturer of the Bid Goods shall have passed the API Spec Q1 certification of the quality management system for the petroleum and natural gas industry, and must also have a valid GB/T24001 (ISO14001) environmental management system certification, GB/T28001 (OHSAS18001) or GB/T45001 (ISO45001) occupational health management system certification. Certificates issued by domestic certification bodies should be available on the website of the China National Certification and Accreditation Administration（ http:// / ）Verify. If there are the latest system standards issued by relevant national departments, the latest system standards shall prevail. Provide scanned copies of the original documents in the bidding documents (original documentsfor future reference).

C．★（接受代理）
（1）如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到貨物制造商同意其在中國(guó)提供該貨物的合法唯一授權(quán)；
（2）投標(biāo)人以其自主制造的貨物參與投標(biāo)的，不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)均將被拒絕；
（3）投標(biāo)人將被授權(quán)的貨物再授權(quán)給其他投標(biāo)人同時(shí)參與投標(biāo)，相關(guān)的所有投標(biāo)將被拒絕。

（4）投標(biāo)貨物為中國(guó)境內(nèi)（指海關(guān)關(guān)境內(nèi)，下同）品牌或中國(guó)境內(nèi)生產(chǎn)制造的，不接受代理商投標(biāo)。

（5）投標(biāo)人應(yīng)承諾其產(chǎn)品代理授權(quán)證書(shū)真實(shí)有效。
對(duì)提供虛假材料騙取中標(biāo)的，將按照《中華人民共和國(guó)招標(biāo)投標(biāo)法》第三十三條及《中華人民共和國(guó)招標(biāo)投標(biāo)法實(shí)施條例》第四十二條追究其法律責(zé)任。

(1) If the bidder is an agent, the bidder shall obtain the legal and exclusive authorization of the goods manufacturer to provide the goods in China;
(2) If a bidder participates in the bidding with goods manufactured independently, they cannot authorize other bidders to participate in the bidding at the same time, otherwise all related bids will be rejected;
(3) The bidder will re authorize the authorized goods to other bidders and participate in the bidding, and all related bids will be rejected.
(4) If the bidding goods are of a brand within China (referring to customs territory, the same below) or produced and manufactured within China, agents will not be accepted for bidding.
(5) Bidders should undertake that their product agency authorization certificate is genuine and valid. Those who provide false materials to deceive and win the bid will will bear relevant legal responsibilities in accordance with Article 33 of the Tendering and Bidding Law of the People's Republic of China and Article 42 of the Implementation Regulations of the Tendering and Bidding Law of the People's Republic of China.

（2）★業(yè)績(jī)要求Requirement for Bidder's reference:
2018年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人應(yīng)具有至少3套整套（電子壓力計(jì)、托筒、電纜、接頭以及地面電纜）電子壓力計(jì)供貨業(yè)績(jī)及配套的下井服務(wù)業(yè)績(jī)。
且供貨業(yè)績(jī)和服務(wù)業(yè)績(jī)不低于本次采辦對(duì)電子壓力計(jì)壓力等級(jí)、溫度等級(jí)和材料級(jí)別的技術(shù)要求（壓力等級(jí)10000psi及以上，溫度等級(jí)180℃及以上，材料級(jí)別超級(jí)13Cr及以上）。
如果投標(biāo)人為代理商，則業(yè)績(jī)中電子壓力計(jì)與本次所投電子壓力計(jì)必須為同一品牌，且須在業(yè)績(jī)證明文件中體現(xiàn)。

From Jan 1st, 2018 to the deadline for submission of bids (subject to the time of signing the contract), the bidder shall have at least 3 complete sets of electronic pressure gauges (including contract proof documents and arrival acceptance documents) supply performance and service performance, all meet the technical requirements of pressure rating of 10,000 psi or above, temperature rating of 180°C or above, material grade of super 13Cr or above. If the bidder is an agent, the electronic pressure gauge in the performance must be of the same brand as the electronic pressure gauge in this bid, and must be reflected in the performance documentary evidence.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。
業(yè)績(jī)證明文件包括但不限于：1）合同復(fù)印件；2）貨物合同業(yè)績(jī)需提供用戶簽字或蓋章的到貨驗(yàn)收材料；服務(wù)合同業(yè)績(jī)需提供用戶簽字或蓋章的服務(wù)驗(yàn)收單。
投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)（應(yīng)有雙方蓋章）、制造商名稱、貨物名稱、壓力計(jì)參數(shù)（壓力等級(jí)10000psi及以上，溫度等級(jí)180℃及以上，材料級(jí)別超級(jí)13Cr及以上）、業(yè)績(jī)產(chǎn)品品牌（代理商投標(biāo)）及到貨驗(yàn)收材料和服務(wù)驗(yàn)收單。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of contracts; and 2) Acceptance documents of arrival of goods signed or sealed by the user, and acceptance documents of services signed or sealed by the user. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, signature page(sealed by both parties), name of  manufacturer, name of Goods, name of project, technical requirements of pressure rating of 10,000 psi or above, temperature rating of 180°C or above, material grade of super 13Cr or above, Brand of Goods (agent bidding) and acceptance documents of arrival of goods and acceptance documents of services.
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、壓力計(jì)參數(shù)（壓力等級(jí)10000psi及以上，溫度等級(jí)180℃及以上，材料級(jí)別超級(jí)13Cr及以上）、業(yè)績(jī)產(chǎn)品品牌（代理商投標(biāo)）及到貨驗(yàn)收材料和服務(wù)驗(yàn)收單的，均視為無(wú)效業(yè)績(jī)。

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements of pressure rating of 10,000 psi or above, temperature rating of 180°C or above, material grade of super 13Cr or above, Brand of Goods (agent bidding) and acceptance documents of arrival of goods and services, the relevant reference will be deemed invalid.
