中化建國際 受招標人委托對下列產品及服務進行國際公開競爭性招標，于2024-02-05在公告。
本次招標采用傳統招標方式，現邀請合格投標人參加投標。

項目概況:中海油惠州石化 動力部1#鍋爐超低壓燃燒器及自動化改造項目。
惠州石化 擬投資建設2200萬噸/年煉油產品結構優(yōu)化及質量升級項目，優(yōu)化全廠總加工流程及產品結構，在惠煉二期項目預留用地新建150 萬噸/年芳烴聯合、100 萬噸/年連續(xù)重整、160 萬噸/年加氫裂化和40 萬噸/年輕汽油醚化四套生產裝置。

投標人應具備的資格或業(yè)績:對投標人的資格和業(yè)績要求：Requirements for Qualification and reference of Bidder:（1）資格要求Requirements for Qualification of BidderA. 如果投標人為境內注冊公司，投標人具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）;如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。
A. If the Bidder is domestic registered company,The bidder shall have the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.B. 投標人可為投標設備的制造商或代理商。
若投標人為代理商，投標人應得到本次投標所投產品的制造商同意其為本次投標提供該產品的合法正式授權書。
B.  Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent,the bidder shall obtain the manufacturer's consent to provide the product with the legal official authorization for the bid.C.  是否接受聯合體投標：否Joint Venture: Not Accepted未領購招標文件是否可以參加投標:不可以Bid without the bidding documents：NOT Available（2）資質要求及證明文件：無Requirements of Qualification of Bidder and Certificate：NO（3）業(yè)績要求Requirement for Bidder's reference:a) 2018年1月1日至投標截止日（以合同簽署時間為準），投標人所投產品的制造商應具有至少一臺套應用于動力站燃油燃氣鍋爐或動力站燃氣鍋爐（蒸發(fā)量在130T/H及以上）的燃燒器的銷售業(yè)績。
a) Until January 1,2018 toto the deadline for submission of bids?(subject to the time of signing the contract)，Manufacturer of the product offered by the bidder?should have at least one set of oil and gas boiler or gas boiler (evaporation capacity of 130T/H and above) burner sales performance for power station.投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。
業(yè)績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）到貨驗收材料。
投標人所提交的業(yè)績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（應有雙方蓋章）、制造商名稱、貨物名稱、鍋爐蒸發(fā)量、應用于動力站燃油燃氣鍋爐或動力站燃氣鍋爐及到貨驗貨證明材料。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現滿足上述業(yè)績要求的，均視為無效業(yè)績。
The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (with seals of both parties), manufacturer name, goods name, boiler evaporation，burner application scenarios and arrival inspection certification materials. Failure to submit performance documentation, or the performance documentation provided cannot reflect that the above performance requirements are met, shall be regarded as invalid performance.
