3、投標(biāo)人資格要求投標(biāo)人應(yīng)具備的資格或業(yè)績(jī):投標(biāo)人資格和業(yè)績(jī)要求：Qualification and Achievement requirements for the bidder投標(biāo)人需提供以下文件The following documents must be provided（1）投標(biāo)人須按招標(biāo)文件第一冊(cè)第四章格式IV-9.資格證明文件格式的要求填寫和提交有關(guān)資料。Bidders should fill in and provide relevant materials in accordance with the requirements of Format IV-9 in Section 4.（2）若投標(biāo)產(chǎn)品為非進(jìn)口產(chǎn)品，投標(biāo)人必須為制造商。如投標(biāo)產(chǎn)品為進(jìn)口產(chǎn)品，允許制造商或制造商直接授權(quán)的代理商參加投標(biāo)。Bidder must be the Manufacturer itself if the production is made in PRC。 Bidder must be the Manufacturer itself or directly authorized Agent if the production is made outside PRC。（3）如為代理商投標(biāo)：If as an Agent:1) 須提供制造商對(duì)本次投標(biāo)出具的唯一正式授權(quán)書；The bidder should provide a letter with original sole official authorized by Manufacturer for the bid2) 投標(biāo)人在當(dāng)?shù)匾婪ǖ怯涀?cè)的時(shí)間距開(kāi)標(biāo)之日須滿三年，并提供營(yíng)業(yè)執(zhí)照等注冊(cè)登記的有效證件復(fù)印件；The Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;3) 開(kāi)標(biāo)之日前三年內(nèi)，投標(biāo)人須具有同類產(chǎn)品至少兩個(gè)不同年份的銷售業(yè)績(jī)，并提供相應(yīng)證明其銷售業(yè)績(jī)的合同復(fù)印件或用戶證明，并由投標(biāo)人代表簽字或蓋章；The bidder shall have sales performance for similar products in two different years within three years from the bid opening date. Copies of the contract / purchase order evidencing its sales performance should be provided and signed or sealed by the Bidder; (4) 投標(biāo)人 The Bidder shall provide the bank reference letter issued within three months prior to the date of bid opening in original or its copy (The signature or sealing by the respective of bidders is needed).(5)第八章中要求的其他合格的資格證書Other Qualification and Achievement requirements stipulated in Section 8.是否接受聯(lián)合體投標(biāo):不接受未領(lǐng)購(gòu)招標(biāo)文件是否可以參加投標(biāo):不可以4、
