3、投標(biāo)人資格要求投標(biāo)人應(yīng)具備的資格或業(yè)績(jī):投標(biāo)人資格和業(yè)績(jī)要求：Qualification and Achievement requirements for the bidder（1）投標(biāo)人必須是自主合法技術(shù)專利擁有者。2013年1月1日至投標(biāo)截止日期，投標(biāo)人須至少具有1套于中華人民共和國(guó)境內(nèi)建成并投產(chǎn)裝置規(guī)模大于等于30萬(wàn)噸/年高壓低密度聚乙烯裝置（含EVA）同類裝置業(yè)績(jī)。投標(biāo)人需提供合同掃描件(至少包含封面、合同簽訂時(shí)間、承載服務(wù)內(nèi)容頁(yè)、簽章頁(yè))。Bidder must be legal patent owner of technology. From January 1, 2013 to now, the bidder shall have the performance of one set of LDPE(include EVA) unit in operation with the scale of single line 300Kt/a and above within China Mainland. Bidder should provide a copy of the contract(include contract cover, sign time,signature page etc)。(2) 投標(biāo)人須提供各種（合格有效的）資質(zhì)證書的復(fù)印件：如營(yíng)業(yè)執(zhí)照、經(jīng)營(yíng)許可證等；Bidder should provide the printed version of various valid qualification certificates, such as business license and operation license, etc (The copy must be signed or sealed by the bidder).(3) 投標(biāo)人 The Bidder shall provide the bank reference letter issued within three months prior to the date of bid opening in original or its copy (The signature or sealing by the respective of bidders is needed).（4）提供2020年至2022年的財(cái)務(wù)會(huì)計(jì)報(bào)表，如果投標(biāo)人是股份 的 （或科研院所），可以只提供資產(chǎn)負(fù)債表、現(xiàn)金流量表、利潤(rùn)表的復(fù)印件，加蓋投標(biāo)人公章。Provide Financial Status Reports for the years from 2020 to 2022. If the bidder is a branch of a limited company (or a research institute), financial reports can be limited to duplicates of balance sheet, cash flow statement, and income statement. Bidding Company’s stamp is required on the reports.(5) 信譽(yù)要求： Requirements for reputation 5.1在最近3年內(nèi)未發(fā)生重大設(shè)計(jì)質(zhì)量問(wèn)題。No major design quality problems have occurred in the last three years. 5.2未被工商行政管理機(jī)關(guān)在全國(guó)企業(yè)信用信息公示系統(tǒng) 列入嚴(yán)重違法失信企事業(yè)名單。It has not been included in the list of serious illegal and dishonest enterprises and institutions by the administrative department for Industry and Commerce in the national enterprise credit information publicity system ( ).5.3未被最高人民法院在“信用中國(guó)”網(wǎng)站 列入失信被執(zhí)行人名單；未被中國(guó)執(zhí)行信息公開網(wǎng)（ ）列入失信被執(zhí)行人名單。It has not been included in the list of dishonest persons executed by the Supreme People's Court on the "credit China" website ( ). It has not been included in the list of dishonest persons to be executed on the China Information Disclosure website（ ）. 5.4投標(biāo)人或其法定代表人、擬委任的項(xiàng)目負(fù)責(zé)人無(wú)行賄犯罪行為。The bidder or its legal representative and the person in charge of the project to be appointed are not guilty of bribery. 5.5按照《中國(guó)石油天然氣集團(tuán) 投標(biāo)人失信行為管理辦法》開標(biāo)當(dāng)日未被中國(guó)石油招標(biāo)投標(biāo)網(wǎng)暫?；蛉∠稑?biāo)資格。According to nesty of bidders of China National Petroleum Corporation>, the Bidding qualification was not suspended or disqualified by the bidding network of CNPC on the day of bid opening (6)開工會(huì)后12個(gè)月內(nèi)交付終版工藝包（PDP）、11個(gè)月內(nèi)交付終版擴(kuò)展工藝包（EPDP）PDP delivery schedule requirements: the total delivery time shall not exceed 12 months after the Kick-off meeting. Preliminary EPDP can be provided not exceed 11 months after the Kick-off meeting.是否接受聯(lián)合體投標(biāo):不接受未領(lǐng)購(gòu)招標(biāo)文件是否可以參加投標(biāo):不可以4、
