中化建國際 （以下稱為“招標代理機構(gòu)”）受中海石油（中國）東海西湖石油天然氣作業(yè)公司（以下稱為“招標人”）委托，就東海西湖石油天然氣作業(yè)公司燃驅(qū)離心式壓縮機組進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標條件

項目概況：招標人購買3套885.7萬方/日 燃氣壓縮機撬及配套工藝設(shè)備、電儀設(shè)備、系統(tǒng)軟件、備件和專用工具等用于增壓平臺建設(shè)。
Project Summary：3 sets of 885.7×104m3/d gas compressor and supporting process equipment, electrical equipment, system software, spare parts and special tools for BOP platform.
資金到位或資金來源落實情況：已落實。

Name of Goods: GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS
數(shù)量：3 套
Quantity: 3 set
主要技術(shù)規(guī)格：每臺燃氣輪機ISO工況下凈輸出功率不小于26MW，效率不低于36%。
Main Specifications:
The net output power of each gas turbine under ISO conditions is not less than 26MW, and the efficiency is not less than 36%.
交貨期：
Delivery Schedule:
從中華人民共和國關(guān)境內(nèi)提供的貨物：2024年8月30日前（貨到項目現(xiàn)場時間，地點為中國舟山或其他買方指定地點）
For goods offered from within PRC customs territory: on or before 30th August, 2024 (arrival date to Zhoushan or other designated places).
從中華人民共和國關(guān)境外提供的貨物：2024年8月20日前（CIF中國寧波或其他買方指定地點）
For goods offered from outside PRC customs territory: on or before 20th August, 2024. ( CIF Ningbo or other designated places).
★如果交貨期超過基礎(chǔ)時間 4 周，則視為非響應(yīng)性投標而予以否決。
★The bid document will be rejected if the delivery date is 4 weeks later than the basic time.
3. 對投標人的資格和業(yè)績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標人應(yīng)為燃氣輪機制造商。本次招標不接受代理商投標。
The bidder shall be gas turbine manufacturer. Bid by agent is not accepted.
C 是否接受聯(lián)合體投標：是
Joint Venture: Accepted
聯(lián)合體投標人應(yīng)提供聯(lián)合體協(xié)議書。聯(lián)合體各方需要明確各自承擔(dān)的工作內(nèi)容，并按照各自承擔(dān)的內(nèi)容進行業(yè)績和相關(guān)資質(zhì)的評審。未明確的工作將按照聯(lián)合體各方中的最低業(yè)績和資質(zhì)進行評審。聯(lián)合體投標還應(yīng)滿足以下要求： 一、聯(lián)合體應(yīng)以一個投標人的身份共同投標。聯(lián)合體各方均應(yīng)具備承擔(dān)招標項目的相應(yīng)能力。由同一專業(yè)的單位組成的聯(lián)合體，按照資質(zhì)等級較低的單位確定資質(zhì)等級。聯(lián)合體各方應(yīng)當簽訂共同投標協(xié)議，明確約定各方擬承擔(dān)的工作和責(zé)任，并將共同投標協(xié)議連同投標文件一并提交招標人。聯(lián)合體中標的，聯(lián)合體各方應(yīng)當共同與招標人簽訂合同，就中標項目向招標人承擔(dān)連帶責(zé)任； 二、聯(lián)合體由牽頭人負責(zé)與招標方聯(lián)系，由牽頭人代表聯(lián)合體負責(zé) 投標保證金對聯(lián)合體各方均具有約束力。
D. 未領(lǐng)購招標文件是否可以參加投標:不可以
Bid without the bidding documents：NOT A/Vailable
業(yè)績要求Requirement for Bidder's reference:
a) 2013年1月1日至投標截止日（以合同簽署時間為準），投標人所投的燃氣輪機應(yīng)具有至少1個項目（每個項目至少一臺且滿與本次投標貨物相同規(guī)格型號）作為燃驅(qū)離心式壓縮機組原動機的供貨業(yè)績。
Since January 1, 2013 (date of contract) to the date of bid opening, the Gas Turbine (the same product model) that Bidder supplied should hA/Ve at least 1 projects （at least 1 gas turbine generator for each project） performance as the prime motor.
b) 投標人所投燃氣透平驅(qū)動壓縮機自2013年1月1日至此次投標截止日（以合同簽署時間為準）至少有1套燃氣透平驅(qū)動壓縮機組的供貨業(yè)績（業(yè)績中燃氣輪機、壓縮機品牌應(yīng)與本次投標品牌一致）。
Since January 1, 2013 (date of contract) to the date of bid opening, the GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS used by the bidder in this bid should hA/Ve at least 1 set supplied performance （the brands of the gas turbine and the compressor should be the same with theem used by the bidder in this bid accordingly).
c) 2013年1月1日至投標截止日（以合同簽署時間為準），投標人應(yīng)具有至少2個項目（每個項目至少一臺）燃氣輪機驅(qū)動離心壓縮機組（燃氣輪機ISO功率不小于25MW）供貨業(yè)績。
Since January 1, 2013 (date of contract) to the date of bid opening, the bidder shall hA/Ve at least 2 project （at least 1 gas turbine driven centrifugal compressor unit for each project） gas turbine driven centrifugal compressor units (gas turbine ISO power is not less than 25MW) supplied performance.
d) 如投標人無法滿足以上a)、b)、c)的業(yè)績要求，投標人所投產(chǎn)品在投標前獲得中國海洋石油集團 備案的首次工程應(yīng)用管理認定，提供簽字蓋章的《首次工程應(yīng)用管理認定申請審批表》證明文件，可視同滿足以上業(yè)績條件。
If the bidder cannot meet the requirements of the above a), b) and c) clauses, the bidder shall obtain the first project application management certification before bidding which approved by CNOOC China Ltd. The signed and sealed certification document of 《Approval form of application for management identification of first engineering application of major technologies and products》can be provided as same as meeting requirements of the one above clauses.
e) 已納入中國海洋石油集團 三新三化清單且提供相應(yīng)產(chǎn)品的供應(yīng)商，其業(yè)績視為滿足本招標項目要求（不受上述a)、b)、c)條業(yè)績要求的限制）。
The performance of suppliers providing similar products that hA/Ve been included in the "Three New Three Industrialization List" of CNOOC China Ltd shall be deemed to meet the requirements of the bidding project (not subject to the performance requirements of Section a), b) and c) above).
投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、設(shè)備的相關(guān)參數(shù)及到貨驗收材料（包括到貨簽收單、調(diào)試證明文件等）。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、項目名稱、設(shè)備的相關(guān)參數(shù)、均視為無效業(yè)績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements and Arrival acceptance materials (including arrival receipt, commissioning qualification certificate, etc.)
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
投標人需承諾燃驅(qū)離心式壓縮機組按照《海上固定平臺安全規(guī)則》的要求進行設(shè)計、制造、認證和檢驗。投標人應(yīng)委托中國國家安全生產(chǎn)監(jiān)督管理總局海洋石油作業(yè)安全辦公室（COOOSO）認可的船級社（ABS，DNV，CCS，BV之一）對雙燃料透平發(fā)電機組整體（包括機組橇塊外附屬設(shè)備）進行檢驗并獲得檢驗證書。
Bidders need to promise the GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS （include outside affiliated equipment of the dual fuel turbine generator Package）from one of the certifying agencies authorized by COOOSO, which are ABS\DNV\CCS\BV.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年9月7日開始至2023年9月14日止，請登錄中國海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 投標人須在線填寫 招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from September 7th, 2023 to September 14th,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
