中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國）東海西湖石油天然氣作業(yè)公司（以下稱為“招標(biāo)人”）委托，就東海西湖石油天然氣作業(yè)公司燃驅(qū)離心式壓縮機(jī)組進(jìn)行國際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：招標(biāo)人購買3套885.7萬方/日 燃?xì)鈮嚎s機(jī)撬及配套工藝設(shè)備、電儀設(shè)備、系統(tǒng)軟件、備件和專用工具等用于增壓平臺(tái)建設(shè)。
Project Summary：3 sets of 885.7×104m3/d gas compressor and supporting process equipment, electrical equipment, system software, spare parts and special tools for BOP platform.
資金到位或資金來源落實(shí)情況：已落實(shí)。
Source of Funds: Yes

主要技術(shù)規(guī)格：每臺(tái)燃?xì)廨啓C(jī)ISO工況下凈輸出功率不小于26MW，效率不低于36%。
Main Specifications:
The net output power of each gas turbine under ISO conditions is not less than 26MW, and the efficiency is not less than 36%.
交貨期：
Delivery Schedule:
從中華人民共和國關(guān)境內(nèi)提供的貨物：2024年8月30日前（貨到項(xiàng)目現(xiàn)場(chǎng)時(shí)間，地點(diǎn)為中國舟山或其他買方指定地點(diǎn)）
For goods offered from within PRC customs territory: on or before 30th August, 2024 (arrival date to Zhoushan or other designated places).
從中華人民共和國關(guān)境外提供的貨物：2024年8月20日前（CIF中國寧波或其他買方指定地點(diǎn)）
For goods offered from outside PRC customs territory: on or before 20th August, 2024. ( CIF Ningbo or other designated places).
★如果交貨期超過基礎(chǔ)時(shí)間 4 周，則視為非響應(yīng)性投標(biāo)而予以否決。
★The bid document will be rejected if the delivery date is 4 weeks later than the basic time.
3. 對(duì)投標(biāo)人的資格和業(yè)績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商應(yīng)通過ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C. 投標(biāo)人應(yīng)為燃?xì)廨啓C(jī)制造商。本次招標(biāo)不接受代理商投標(biāo)。
The bidder shall be gas turbine manufacturer. Bid by agent is not accepted.
D. 是否接受聯(lián)合體投標(biāo)：是
Joint Venture: Accepted
聯(lián)合體投標(biāo)人應(yīng)提供聯(lián)合體協(xié)議書。聯(lián)合體各方需要明確各自承擔(dān)的工作內(nèi)容，并按照各自承擔(dān)的內(nèi)容進(jìn)行業(yè)績和相關(guān)資質(zhì)的評(píng)審。未明確的工作將按照聯(lián)合體各方中的最低業(yè)績和資質(zhì)進(jìn)行評(píng)審。聯(lián)合體投標(biāo)還應(yīng)滿足以下要求： 一、聯(lián)合體應(yīng)以一個(gè)投標(biāo)人的身份共同投標(biāo)。聯(lián)合體各方均應(yīng)具備承擔(dān)招標(biāo)項(xiàng)目的相應(yīng)能力。由同一專業(yè)的單位組成的聯(lián)合體，按照資質(zhì)等級(jí)較低的單位確定資質(zhì)等級(jí)。聯(lián)合體各方應(yīng)當(dāng)簽訂共同投標(biāo)協(xié)議，明確約定各方擬承擔(dān)的工作和責(zé)任，并將共同投標(biāo)協(xié)議連同投標(biāo)文件一并提交招標(biāo)人。聯(lián)合體中標(biāo)的，聯(lián)合體各方應(yīng)當(dāng)共同與招標(biāo)人簽訂合同，就中標(biāo)項(xiàng)目向招標(biāo)人承擔(dān)連帶責(zé)任； 二、聯(lián)合體由牽頭人負(fù)責(zé)與招標(biāo)方聯(lián)系，由牽頭人代表聯(lián)合體負(fù)責(zé) 投標(biāo)保證金對(duì)聯(lián)合體各方均具有約束力。
E. 未領(lǐng)購招標(biāo)文件是否可以參加投標(biāo):不可以
Bid without the bidding documents：NOT A/Vailable
業(yè)績要求Requirement for Bidder's reference:
a) 2013年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投的燃?xì)廨啓C(jī)應(yīng)具有至少1個(gè)項(xiàng)目（每個(gè)項(xiàng)目至少一臺(tái)且滿與本次投標(biāo)貨物相同規(guī)格型號(hào)）作為燃驅(qū)離心式壓縮機(jī)組原動(dòng)機(jī)的供貨業(yè)績。
Since January 1, 2013 (date of contract) to the date of bid opening, the Gas Turbine (the same product model) that Bidder supplied should hA/Ve at least 1 projects （at least 1 gas turbine generator for each project） performance as the prime motor.
b) 投標(biāo)人所投燃?xì)馔钙津?qū)動(dòng)壓縮機(jī)自2013年1月1日至此次投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)）至少有1套燃?xì)馔钙津?qū)動(dòng)壓縮機(jī)組的供貨業(yè)績（業(yè)績中燃?xì)廨啓C(jī)、壓縮機(jī)品牌應(yīng)與本次投標(biāo)品牌一致）。
Since January 1, 2013 (date of contract) to the date of bid opening, the GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS used by the bidder in this bid should hA/Ve at least 1 set supplied performance （the brands of the gas turbine and the compressor should be the same with theem used by the bidder in this bid accordingly).
c) 2013年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人應(yīng)具有至少2個(gè)項(xiàng)目（每個(gè)項(xiàng)目至少一臺(tái)）燃?xì)廨啓C(jī)驅(qū)動(dòng)離心壓縮機(jī)組（燃?xì)廨啓C(jī)ISO功率不小于25MW）供貨業(yè)績。
Since January 1, 2013 (date of contract) to the date of bid opening, the bidder shall hA/Ve at least 2 project （at least 1 gas turbine driven centrifugal compressor unit for each project） gas turbine driven centrifugal compressor units (gas turbine ISO power is not less than 25MW) supplied performance.
d) 如投標(biāo)人無法滿足以上a)、b)、c)的業(yè)績要求，投標(biāo)人所投產(chǎn)品在投標(biāo)前獲得中國海洋石油集團(tuán) 備案的首次工程應(yīng)用管理認(rèn)定，提供簽字蓋章的《首次工程應(yīng)用管理認(rèn)定申請(qǐng)審批表》證明文件，可視同滿足以上業(yè)績條件。
If the bidder cannot meet the requirements of the above a), b) and c) clauses, the bidder shall obtain the first project application management certification before bidding which approved by CNOOC China Ltd. The signed and sealed certification document of 《Approval form of application for management identification of first engineering application of major technologies and products》can be provided as same as meeting requirements of the one above clauses.
e) 已納入中國海洋石油集團(tuán) 三新三化清單且提供相應(yīng)產(chǎn)品的供應(yīng)商，其業(yè)績視為滿足本招標(biāo)項(xiàng)目要求（不受上述a)、b)、c)條業(yè)績要求的限制）。
The performance of suppliers providing similar products that hA/Ve been included in the "Three New Three Industrialization List" of CNOOC China Ltd shall be deemed to meet the requirements of the bidding project (not subject to the performance requirements of Section a), b) and c) above).
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、設(shè)備的相關(guān)參數(shù)及到貨驗(yàn)收材料（包括到貨簽收單、調(diào)試證明文件等）。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、設(shè)備的相關(guān)參數(shù)、均視為無效業(yè)績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements and Arrival acceptance materials (including arrival receipt, commissioning qualification certificate, etc.)
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
投標(biāo)人需承諾燃驅(qū)離心式壓縮機(jī)組按照《海上固定平臺(tái)安全規(guī)則》的要求進(jìn)行設(shè)計(jì)、制造、認(rèn)證和檢驗(yàn)。投標(biāo)人應(yīng)委托中國國家安全生產(chǎn)監(jiān)督管理總局海洋石油作業(yè)安全辦公室（COOOSO）認(rèn)可的船級(jí)社（ABS，DNV，CCS，BV之一）對(duì)雙燃料透平發(fā)電機(jī)組整體（包括機(jī)組橇塊外附屬設(shè)備）進(jìn)行檢驗(yàn)并獲得檢驗(yàn)證書。
Bidders need to promise the GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS （include outside affiliated equipment of the dual fuel turbine generator Package）from one of the certifying agencies authorized by COOOSO, which are ABS\DNV\CCS\BV.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from August 15th, 2023 to August 22rd,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
