中化建國(guó)際 （以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)） 天津 （以下稱(chēng)為“招標(biāo)人”）委托，就渤中19-6油氣田13-2區(qū)塊5井區(qū)開(kāi)發(fā)項(xiàng)目井下電子壓力計(jì)及服務(wù)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited, Tianjin Branch (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the Well Development Project in Block 13-2 of the Bozhong 19-6 Oil and Gas Field by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標(biāo)條件（Bidding Conditions）
項(xiàng)目概況：渤中19-6油氣田新建BZ19-6WHPD平臺(tái)與BZ13-1BOP平臺(tái)棧橋連接，整體部署14口井（4口注氣井、9口采油井、1口開(kāi)發(fā)評(píng)價(jià)井），其中4口試采井已完鉆投產(chǎn)，本次新增9口開(kāi)發(fā)井和1口開(kāi)發(fā)評(píng)價(jià)井，7口井設(shè)計(jì)下入井下電子壓力計(jì)，監(jiān)測(cè)井下壓力和溫度變化。
Project Summary：The Bozhong 19-6 Oil and Gas Field project involves the construction of the BZ19-6WHPD platform, connected to the BZ13-1BOP platform bridge. A total of 14 wells will be deployed, including 4 injection wells, 9 production wells, and 1 development evaluation well. Among them, 4 production test wells hA/Ve been drilled and put into production. In this project, an additional 9 development wells and 1 development evaluation well will be drilled. Seven of the wells are designed to hA/Ve downhole electronic pressure gauges installed to monitor downhole pressure and temperature changes.

2. 招標(biāo)內(nèi)容（Bidding Contents）

主要技術(shù)規(guī)格：
1.★壓力等級(jí)：電子壓力計(jì)壓力等級(jí)≥20000psi，壓力計(jì)電纜壓力等級(jí)≥15000psi。
2.★溫度等級(jí)：電子壓力計(jì)溫度等級(jí)≥200℃，壓力計(jì)電纜溫度等級(jí)≥200℃。（溫度等級(jí)是指長(zhǎng)期生產(chǎn)條件下電子壓力計(jì)及電纜所能承受的最大井液溫度）
3.★材質(zhì)要求：電子壓力計(jì)及托筒與井筒流體接觸材料材質(zhì)不低于超級(jí)13Cr，適用于CO2分壓312~522psi、H2S分壓0.025~0.25psi的井筒環(huán)境。
Main Specifications:
1. ★ Pressure Rating: The pressure rating of the electronic pressure gauge shall be ≥ 20,000 psi, and the pressure rating of the pressure gauge cable shall be ≥ 15,000 psi.
2. ★ Temperature Rating: The temperature rating of the electronic pressure gauge shall be ≥ 200°C, and the temperature rating of the pressure gauge cable shall be ≥ 200°C. (The temperature rating refers to the maximum well fluid temperature that the electronic pressure gauge and cable can withstand under long-term production conditions.)
3. ★ Material Requirements: The materials for the electronic pressure gauge and mandrel in contact with wellbore fluids shall be no less than Super 13Cr, suitable for wellbore environments with CO2 partial pressure of 312-522 psi and H2S partial pressure of 0.025-0.25 psi.

從中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：接到招標(biāo)人通知后24周內(nèi)，具體交貨日期以招標(biāo)人書(shū)面通知為準(zhǔn)（貨到項(xiàng)目現(xiàn)場(chǎng)時(shí)間）For goods offered from within PRC customs territory:within 24 weeks from the date of notification by the Tenderee, and the specific delivery date shall be subject to the written notification of the Tenderee(arrival date to the job site)
從中華人民共和國(guó)關(guān)境外提供的貨物: 接到招標(biāo)人通知后22周內(nèi)，具體交貨日期以招標(biāo)人書(shū)面通知為準(zhǔn)（貨到指定港口時(shí)間）
For goods offered from outside PRC customs territory: 22 weeks after being noticed by the Tenderee, and the specific delivery date shall be subject to the written notice of the Tenderee(arrival date to the port)

For goods offered from outside PRC customs territory: DAP Tianjin airport/ Tianjin Xingang seaport/ Tianjin Dongjiang seaport (INCOTERMS2010)
3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

A．★如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. ★制造商應(yīng)通過(guò)石油天然氣行業(yè)質(zhì)量管理體系A(chǔ)PI Spec Q1認(rèn)證,職業(yè)健康安全管理體系 ISO45001認(rèn)證及環(huán)境管理體系ISO14001認(rèn)證。投標(biāo)人須提供制造商有效的體系認(rèn)證證書(shū)，原件備查；
B.The manufacturer of the Bid Goods shall pass API Spec Q1 Certification for Quality Management System in the Oil and Gas Industry，ISO45001 Certification for Occupational Health and Safety Management System，and ISO14001 Certification for Environmental Management System. Bidder shall provide valid Certificate of all Management System Certification of manufacturer，and keep the orginal certifications for future inspetction.
C．★（接受代理）
（1）如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到貨物制造商同意其在中國(guó)提供該貨物的合法唯一授權(quán)；
（2）投標(biāo)人以其自主制造的貨物參與投標(biāo)的，不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)均將被拒絕；
（3）投標(biāo)人將被授權(quán)的貨物再授權(quán)給其他投標(biāo)人同時(shí)參與投標(biāo)，相關(guān)的所有投標(biāo)將被拒絕。
（4）投標(biāo)貨物為中國(guó)境內(nèi)（指海關(guān)關(guān)境內(nèi)，下同）品牌或中國(guó)境內(nèi)生產(chǎn)制造的，不接受代理商投標(biāo)。
(1) If the bidder is an agent, the bidder shall obtain the legal and exclusive authorization of the goods manufacturer to provide the goods in China;
(2) If a bidder participates in the bidding with goods manufactured independently, they cannot authorize other bidders to participate in the bidding at the same time, otherwise all related bids will be rejected;
(3) The bidder will re authorize the authorized goods to other bidders and participate in the bidding, and all related bids will be rejected.
(4) If the bidding goods are of a brand within China (referring to customs territory, the same below) or produced and manufactured within China, agents will not be accepted for bidding.

2018年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人應(yīng)具有至少2套整套（電子壓力計(jì)、托筒、電纜、接頭以及地面電纜）電子壓力計(jì)供貨業(yè)績(jī)及配套的下井服務(wù)業(yè)績(jī)。且供貨業(yè)績(jī)和服務(wù)業(yè)績(jī)不低于本次采辦對(duì)電子壓力計(jì)壓力等級(jí)、溫度等級(jí)和材料級(jí)別的技術(shù)要求（壓力等級(jí)20000psi及以上，溫度等級(jí)200℃及以上，材料級(jí)別超級(jí)13Cr及以上）。
From Jan 1st, 2018 to the deadline for submission of bids (subject to the time of signing the contract), the bidder shall hA/Ve at least 2 complete sets of electronic pressure gauges (including contract proof documents and arrival acceptance documents) supply performance and service performance, all meet the technical requirements of pressure rating of 20,000 psi or above, temperature rating of 200°C or above, material grade of super 13Cr or above.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）合同首頁(yè)，簽章頁(yè)；2）貨物合同業(yè)績(jī)需提供用戶(hù)簽字或蓋章的到貨驗(yàn)收材料；服務(wù)合同業(yè)績(jī)需提供用戶(hù)簽字或蓋章的服務(wù)驗(yàn)收單。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱(chēng)、貨物名稱(chēng)、壓力計(jì)參數(shù)（壓力等級(jí)20000psi及以上，溫度等級(jí)200℃及以上，材料級(jí)別超級(jí)13Cr及以上）及到貨驗(yàn)收材料和服務(wù)驗(yàn)收單。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of contract homepage, signature page; and 2) Acceptance documents of arrival of goods signed or sealed by the user, and acceptance documents of services signed or sealed by the user. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements of pressure rating of 20,000 psi or above, temperature rating of 200°C or above, material grade of super 13Cr or above and acceptance documents of arrival of goods and acceptance documents of services.
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱(chēng)、貨物名稱(chēng)、壓力計(jì)參數(shù)（壓力等級(jí)20000psi及以上，溫度等級(jí)200℃及以上，材料級(jí)別超級(jí)13Cr及以上）及到貨驗(yàn)收材料和服務(wù)驗(yàn)收單的，均視為無(wú)效業(yè)績(jī)。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements of pressure rating of 20,000 psi or above, temperature rating of 200°C or above andacceptance documents of arrival of goods and services, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from August 11th, 2023 to August 18th, 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
