A. 投標(biāo)人必須是具有獨(dú)立法人資格的低溫手動(dòng)止回閥（10寸及以上或300LB及以上）制造商或代理商。
獨(dú)立法人資格要求：關(guān)境內(nèi)投標(biāo)人應(yīng)提供有效的營(yíng)業(yè)執(zhí)照、組織機(jī)構(gòu)代碼證、稅務(wù)登記證或三證合一的營(yíng)業(yè)執(zhí)照等。關(guān)境外投標(biāo)人應(yīng)提供有效的獨(dú)立法人證明,以證明投標(biāo)人具有獨(dú)立法人資格。
A. Bidder shall be manufacturer or authorized agent designated by manufacturerwith the qualification of independent legal entity of Manual Cryogenic check Valve（10 inch and above or 300LB and above）.
Bidder from within the PRC Customs Territory shall provide valid business license, Organization Code Certificate and tax registrationcertificate. Bidder from outside the PRC Customs Territory shall provide valid independent legal entity certificate.
B. 代理商要求：如果投標(biāo)人所投的貨物（低溫手動(dòng)止回閥）不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到貨物制造商的同意以及證明其在本次投標(biāo)中唯一提供該貨物的正式授權(quán)書(shū)。如果產(chǎn)品是國(guó)內(nèi)制造商生產(chǎn)，則不接加工。
投標(biāo)人提交能體現(xiàn)原產(chǎn)地和制造商的業(yè)績(jī)證明文件，包括1.合同復(fù)印件或2.報(bào)關(guān)單或3.原產(chǎn)地證明或4. BV、DNV、勞氏等國(guó)際知名第三方檢驗(yàn)機(jī)構(gòu)出具的報(bào)告，例如出廠檢驗(yàn)報(bào)告、制造過(guò)程檢驗(yàn)報(bào)告等。
(3) The original place and manufacturer of Manual Cryogenic check Valve （Including valve body, main parts）of the bidder’s quotation shall be in accordance with the original place and manufacturer of the Manual Cryogenic check Valve（Including valve body, main parts） of the offered performance, and must be processed and inspected in the original place, OEM is forbidden.
To prove country of origin and manufacturer, Bidder shall provide the reference evidence, including 1.contract copies or 2. customs declaration or 3.place of origin certificate or 4. certified by a third authority such as Lloyd, BV or DNV or other internationally renowned authority, the certification in咨詢(xún)電話18811547188clude factory inspection report,？manufacturing process inspection report, etc.
3）質(zhì)量要求：提供制造商ISO9001質(zhì)量管理體系認(rèn)證證書(shū)，且證書(shū)在有效期內(nèi)。代理商投標(biāo)時(shí)應(yīng)提供所代理的產(chǎn)品制造商的ISO證書(shū)。認(rèn)證范圍應(yīng)至少包括低溫手動(dòng)止回閥的生產(chǎn)或制造范圍。境內(nèi)制造商的質(zhì)量管理體系認(rèn)證應(yīng)在中國(guó)國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)網(wǎng)站（ ca.gov.cn/）核實(shí)，無(wú)法核實(shí)的視為無(wú)效證書(shū)。
Manufacturers hall hA/Ve the ISO9001 quality management system certification and the certificate is valid. The agent shall hA/Ve the ISO certificate of the product manufacturer. The scope of certification shall at least include producing or manufacturing for Manual Cryogenic check Valve. The quality management system certification provided by the bidder from within the PRC Customs Territory shall be verified on the website of China National Certification and Accreditation Administration ( ca.gov.cn/). It will be rejected if the certification cannot be verified on the website.
業(yè)主保留按ITP要求直接派遣第三方檢驗(yàn)人員對(duì)任一重要質(zhì)量控制點(diǎn)（如閥門(mén)主要胚件生產(chǎn)廠、閥門(mén)主要部件加工廠、閥門(mén)部件組裝廠、閥門(mén)測(cè)試廠等）進(jìn)行見(jiàn)證性檢驗(yàn)的權(quán)利。
The purchaser reserves the？right to send third-party inspector to witness inspection of any？important quality control point ( such as valve main roughcast manufacture plant, valve main parts manufacture plant, valve main parts assembly plant, valvetesting plant and so on) according to the ITP.
4) 從中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：投標(biāo)截止時(shí)間前已進(jìn)口的貨物：不接受；投標(biāo)人擬自行進(jìn)口后銷(xiāo)售給招標(biāo)人的貨物：不接受。
For goods offered from outside PRC customs territory: For goods already imported prior to the deadline for？submission of bids（not allowed）; Goods？that the bidder intends to import by itself and then sell it to the Tenderee？after import （not allowed）.
