I. about the consultation service
Guangdong Compulsory Education Project (GDCEP) has entered the implementation stage. In order to fulfill the organization and implementation of the Care-service for Left-behind Children, Guangdong Provincial Department of Education plans to employ a consulting agency to undertake part of the organization and implementation of the Care-service for Left-behind Children.
The Care-service for Left-behind Children involves a large number of rural left-behind children in the project counties (cities, districts). The project school's care service for rural left-behind children is relatively weak, the project implementation period is long, and the project is highly professional. Consulting agency is introduced to undertake research, training, provide professional guidance for project schools, carry out research on the system and pattern of care service for rural left-behind children, and provide professional support for the organization and implementation of the project.

Notice: The training time includes the registration and evacuation time which meet the requirements of the policy.
iv. Carry out round guidance
To provide all staff training and guidance for the teachers of the project school. To provide full staff training for the project school at least once; to provide on-site guidance for no less than 1 time per semester, each time no less than 1 working day.
v. Carry out research of specific topic
Combined with the investigation and project implementation, to carry out the research on the care service system and pattern of rural left behind children. Combining with the implementation of the project, the implementing agency should carry out the research on the care service system and pattern of rural left behind children, and form the Research Report on the Care-service System and Pattern of Rural Left-behind Children, providing the basis for formulating and improving policies for the care service of rural left behind children in Guangdong Province.
III. Deliverables and delivery time
This task will begin from the date signing the contract, and end on June 30, 2023 (the closing date). In the first year (365 days from the date signing the contract), the implementing agency should complete the investigation research, develop training course, undertake provincial training, and complete the yearly round guidance; in the second year (365 days from the second year), the implementing agency should complete the yearly round guidance; in the third year (from the third year to June 30, 2023), the implementing agency should complete the yearly round guidance and the project research. All deliverables must be in both English version and Chinese version.
Deliverable No.1: The implementing agency should provide one paper and one electronic version of the Research Report on Care-service for Rural Left-behind Children and deliver not later than 80 days after signing the contract.
Deliverable No.2: The implementing agency should provide one paper and one electronic version of the Training Course Contents of Care-service Project for Rural Left-behind Children and deliver not later than 100 days after signing the contract.
Deliverable No.3: The implementing agency should complete the provincial training and submit one paper and one electronic version of the Report on Provincial Training Work; issue the Certificate of Extended Education to the trained teachers after training and deliver not later than 365 days after signing the contract.
Deliverable No.4: After completing the round guidance of the first year, the implementing agency should submit annual work summary, photos etc. and deliver not later than 390 days after signing the contract.
Deliverable No.5: After completing the round guidance of the second year, the implementing agency should submit annual work summary, photos etc. and deliver not later than 755 days after signing the contract.
Deliverable No.6: After completing the round guidance of the third year, the implementing agency should submit annual work summary, photos etc. and deliver not later than July 25, 2023(within 25 days after the closing date of the task).
Deliverable No.7: The implementing agency should submit one paper and one electronic version of the Report on the Research on the Care-service System and Pattern for Rural Left-behind Children and deliver not later than March 30, 2023.
IV. The qualification requirements of the consultation service on consulting agencies are as follows:
i. The consulting agency possess the independent legal entity.
ii. The consulting agency should hA/Ve the ability and experience in the research of left behind children's education, the guidance of left behind children's education and related teacher's education and training. The consulting agency should hA/Ve a clear understanding of the project, and put forward reasonable proposals on the quality standard of the results and the presentation effect. The consulting agency should hA/Ve strong ability of project organization and management, and ensure the work be done on time.
iii. The project leader in charge of the project must hA/Ve the experience of education and research for left behind children, and hA/Ve the ability to coordinate the implementation of relevant projects. The number of core team members participating in the project must be not less than 7, including no less than 3 people with educational research experience of left behind children.
iv. The training team should organize the training according to the relevant requirements of the current training policies and regulations of government and public institutions, and ensure the safety of trainees' meals, accommodation and transportation during the training period; make attendance records and register the class hours for the trainees in the information management platform for continuing education of primary and secondary school teachers in Guangdong Province.
We now invite eligible consulting agencies to indicate your interest in providing the services by providing the relevant evidentiary materials. The letter of interest and relevant documents include: 1. Introduction of the agency; 2. Certificates of qualification and honors; 3. Certificates of capabilities of key personnel and description of project experiences; 4. Description of similar projects undertaken and supporting documents.
Consultants can not be combined in the form of consortium or consulting subcontract agreement to strengthen their qualifications. The selection of consultants will be according to the Quality-and Cost-based Selection method set out in the Bank's procurement guidelines for consultants. The interested bidders should pay attention to the policy about the conflict of interest in Paragraph 1.9 of the Guidelines on Selection and Employment of Consultants by the World Bank’s Borrowers (January 2011).
