中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海殼牌石油化工有限公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；

如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference；

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 從中華人民共和國(guó)關(guān)境內(nèi)制造的貨物：投標(biāo)人只能為投標(biāo)設(shè)備的制造商。

For goods manufactured within PRC customs territory ：Bidders can only be the manufacturers of the bidding equipment.

從中華人民共和國(guó)關(guān)境外制造的貨物:投標(biāo)人可為投標(biāo)設(shè)備的制造商或授權(quán)代理商。

For goods manufactured outside PRC customs territory: Bidders can be the manufacturers or Authorized Agents of the bidding equipment.

如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。

If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

（2）業(yè)績(jī)要求Requirement for Bidder's reference:

2014 年1 月1 日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少2個(gè)合同聚丙烯裝置催化劑制備和處理系統(tǒng)（每個(gè)合同須均含預(yù)接觸罐及攪拌器、汽蒸器（罐）及攪拌器、汽蒸旋風(fēng)活化器）的供貨業(yè)績(jī)，且均滿足汽蒸器（罐）材質(zhì)為雙相鋼、容積不低于40m3、攪拌器軸長(zhǎng)不小于8m，同時(shí)預(yù)接觸罐滿足容積不低于0.005m3及攪拌器設(shè)計(jì)轉(zhuǎn)速達(dá)到400rpm的技術(shù)要求。

From January 1, 2014 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have at least 2 complete supply contracts performance of Catalyst Preparation and Handling System (each contract including Precontacting Pot and Agitator，Steamer and Agitator and Steamer cyclone activator) for PP Plant, and meet the technical requirement that 1) the material of Streamer shall be dual phase steel with a volume of not less than 40m3and the agitator’s shaft length no less than 8m; & 2) Pre-contacting Pot’s volume no less than 0.005m3and agitator design speed not less than 400rpm.

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、裝置名稱、貨物名稱、供貨范圍（包含預(yù)接觸罐及攪拌器、汽蒸器（罐）及攪拌器、汽蒸旋風(fēng)活化器）、汽蒸器（罐）的材質(zhì)和容積、汽蒸器（罐）攪拌器軸長(zhǎng)、預(yù)接觸罐容積及攪拌器設(shè)計(jì)轉(zhuǎn)速及到貨驗(yàn)收材料。

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract and 2) acceptance evidence of goods delivery. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, name of manufacturer, name of the plant, name of goods, supply scope (including Precontacting Pot and Agitator，Steamer and Agitator and Steamer cyclone activator), material, volume and the agitator shaft length of the Steamer, as well as the volume and and agitator design speed of the Pre-contacting Pot and acceptance evidence of goods delivery.

未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、供貨范圍（預(yù)接觸罐及攪拌器、汽蒸器（罐）及攪拌器、汽蒸旋風(fēng)活化器）、汽蒸器（罐）的材質(zhì)和容積、汽蒸器（罐）攪拌器軸長(zhǎng)、預(yù)接觸罐容積及攪拌器設(shè)計(jì)轉(zhuǎn)速，均視為無(wú)效業(yè)績(jī)。 

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing contract, name of manufacturer, name of the plant, name of goods,  supply scope (including Precontacting Pot and Agitator，Steamer and Agitator and Steamer cyclone activator), material, volume and the agitator shaft length of the Steamer, as well as the volume and and agitator design speed of the Pre-contacting Pot, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from Sept.29th, 2024 to Oct.11th, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. 5. 投標(biāo)文件遞交截止時(shí)間和方式：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2024年10月21日上午10:00（北京時(shí)間）前線上提交至中國(guó)國(guó)際招標(biāo)網(wǎng)站（http://www.chinabidding.com）。在此時(shí)間后收到的投標(biāo)文件恕不接受。

 

The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 10:00 am (Beijing Time) on Oct. 21st, 2024. Any bid beyond the required time and date shall be subject for rejection.

After obtaining the bidding documents, the bidder shall log on the trading platform of bidding and tendering for mechanical and electrical products to handle the CA lock, which is convenient for online bidding.For consultation, the whole process can be operated by 4000606000-1.

Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results  will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .

10. 提示Notes

投標(biāo)人進(jìn)入開標(biāo)大廳后，需要進(jìn)行簽到操作，等待開標(biāo)主持人指令。允許解密后，投標(biāo)人點(diǎn)擊解密按鈕進(jìn)行解密投標(biāo)文件（需解密前在電腦上插入當(dāng)前賬號(hào)綁定的CA），輸入正確的CA密碼。（請(qǐng)注意：如投標(biāo)人未在投標(biāo)截止時(shí)間/開標(biāo)時(shí)間前進(jìn)行簽到，原則上將無(wú)法進(jìn)行解密，將被視為撤回其投標(biāo)文件。）

The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)

投標(biāo)文件解密時(shí)限為60分鐘。投標(biāo)人未在上述解密時(shí)限內(nèi)完成解密視為解密失敗，根據(jù)？電子招標(biāo)投標(biāo)辦法？的規(guī)定，視為投標(biāo)人撤回投標(biāo)文件。

The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.

投標(biāo)人對(duì)開標(biāo)有異議的，應(yīng)當(dāng)在開標(biāo)現(xiàn)場(chǎng)提出，招標(biāo)人當(dāng)場(chǎng)做出答復(fù)，并制作記錄。未在線上開標(biāo)現(xiàn)場(chǎng)提出的開標(biāo)異議，不予受理。

Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
