The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.

This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).
（3）與招標(biāo)人存在利害關(guān)系可能影響招標(biāo)公正性的法人不得參加投標(biāo)。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
（4）接受委托參與項(xiàng)目前期咨詢和招標(biāo)文件編制的法人不得參加受托項(xiàng)目的投標(biāo)，也不得為該項(xiàng)目的投標(biāo)人編制投標(biāo)文件或者提供咨詢。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
（5）單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標(biāo)項(xiàng)目包投標(biāo)。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.
（6）只有在法律上和財(cái)務(wù)上獨(dú)立、合法運(yùn)作并獨(dú)立于招標(biāo)人和招標(biāo)機(jī)構(gòu)的供貨人才能參加投標(biāo)。
The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.

Bidders should successfully complete the registration on http://www.chinabidding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.

Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad. The Bidder shall be professional environmental waste gas treatment equipment integrator.
（10）投標(biāo)人需提供2018年1 月1 日至今在中國(guó)國(guó)內(nèi)糊樹(shù)脂行業(yè)干燥尾氣處理裝置穩(wěn)定運(yùn)行至少一套的銷(xiāo)售業(yè)績(jī)(業(yè)績(jī)清單格式見(jiàn)第六章附表1)，并提供加蓋投標(biāo)人公章的合同掃描件，合同掃描件要體現(xiàn)簽訂日期、用戶名稱、裝置名稱、合同物資等信息。
The bidder must provide at least 1 set of stable operation experience of drying exhaust gas treatment equipment in paste resin industry from January 1, 2018 to present.
The bidder must provide the performance list (the Format of Relevant Experiences List is as per the Attachment 1 of Section Six) and the copy of the contract showing signing date, user name, device name, contract materials and other information；
（11）投標(biāo)人具有良好的銀行資信，企業(yè)財(cái)務(wù)狀況良好，具備履約能力，無(wú)不良經(jīng)營(yíng)行為。投標(biāo)人須提供投標(biāo)人開(kāi)立基本賬戶的銀行開(kāi)標(biāo)前3個(gè)月內(nèi)所開(kāi)具銀行資信證明或經(jīng)會(huì)計(jì)師事務(wù)所審計(jì)的2022年度財(cái)務(wù)審計(jì)報(bào)告復(fù)印件。投標(biāo)人為中華人民共和國(guó)以內(nèi)企業(yè)的（不含港澳臺(tái)地區(qū)，下同），復(fù)印件需加蓋公章的；國(guó)外的（含港澳臺(tái)地區(qū)，下同）只需被授權(quán)人簽字。
