(1)營(yíng)業(yè)執(zhí)照：A.如果申請(qǐng)人為境內(nèi)注冊(cè)公司，申請(qǐng)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；B.如果申請(qǐng)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；A．The applicant within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license; B. The applicant outside the customs territory shall provide valid certificate to prove valid business registration certificate.(2)聯(lián)合體資格申請(qǐng)：不接受，聯(lián)合體投標(biāo)申請(qǐng)將被否決；Joint Venture: Not Accepted .(3)如果申請(qǐng)人為代理商，申請(qǐng)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。If the applicant is an agent, applicant shall obtain the legal and formal authorization letter from the manufacturer of the goods to provide the goods for this bidding.(4)財(cái)務(wù)狀況：資格預(yù)審申請(qǐng)人須提供經(jīng)會(huì)計(jì)師事務(wù)所或?qū)徲?jì)機(jī)構(gòu)審計(jì)的2020-2022年度財(cái)務(wù)會(huì)計(jì)報(bào)表，包括資產(chǎn)負(fù)債表、現(xiàn)金流量表、利潤(rùn)表。申請(qǐng)人的成立時(shí)間少于規(guī)定年份的，應(yīng)提供成立以來(lái)至2022年（含2022年）的財(cái)務(wù)會(huì)計(jì)報(bào)表。申請(qǐng)人為分公司的，應(yīng)提供上級(jí)法人單位的經(jīng)會(huì)計(jì)師事務(wù)所或?qū)徲?jì)機(jī)構(gòu)審計(jì)的2020-2022年度財(cái)務(wù)會(huì)計(jì)報(bào)表。The pre qualification applicant must provide the financial and accounting statements for the years 2020-2022 audited by an accounting firm or auditing agency, including the balance sheet, cash flow statement, and income statement. If the applicant's establishment time is less than the specified year, they should provide financial and accounting statements since their establishment to 2022. If the applicant is a branch, they shall provide the annual financial and accounting statements audited by an accounting firm or auditing agency of the superior legal entity.(5)資格預(yù)審申請(qǐng)人至少滿足如下財(cái)務(wù)指標(biāo):a. 2022年資產(chǎn)負(fù)債率不高于100%；b.2020-2022年平均營(yíng)業(yè)利潤(rùn)為正;The pre qualification applicant shall meet at least indicators as follows: a. The asset liability ratio in 2022 shall not exceed 100%; b. The average operating profit from 2020 to 2022 is positive;(6)資格審查有效期：自資格審查申請(qǐng)文件遞交截止之日起120個(gè)日歷日；Qualification review validity period: 120 calendar days from the deadline for submitting qualification review application documents;(7)業(yè)績(jī)要求Requirement for applicant's reference：2019年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），申請(qǐng)人所投水下立管或水下管匯或吸力錨或張力浮筒的制造商應(yīng)具有至少1套（水下立管、水下管匯、吸力錨、張力浮筒四項(xiàng)設(shè)備任一項(xiàng)即可）的供貨業(yè)績(jī)。申請(qǐng)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件和2）到貨驗(yàn)收材料。申請(qǐng)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)（應(yīng)有雙方蓋章）、制造商名稱、貨物名稱、貨物數(shù)量、到貨驗(yàn)收材料。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)滿足上述業(yè)績(jī)要求的，均視為無(wú)效業(yè)績(jī)。From January 1, 2019 to the bidding deadline (based on the date of contract signing), the manufacturer of the freestanding riser, underwater manifold, suction anchor or tension float tanks that the applicant tenders in should have at least one set of supply performance（Any one of the freestanding riser, underwater manifold, suction anchor ,tension float tanks, is sufficient). Applicants are required to submit performance forms in the prescribed format and relevant performance certification documents. Performance certification documents include but are not limited to: 1) copies of sales contracts and 2) materials for acceptance upon arrival.The performance certification documents submitted by the applicant must at least reflect the following contents: contract signing time, contract signing page (with both parties' seals), manufacturer's name, goods name, quantity of goods and arrival acceptance materials. Failure to submit performance proof documents, or failure to reflect the above performance requirements in the provided performance proof documents, shall be deemed as invalid performance.(8)保留對(duì)申請(qǐng)人進(jìn)行現(xiàn)場(chǎng)考察的權(quán)利在公開資格預(yù)審階段進(jìn)行評(píng)審，保留對(duì)申請(qǐng)人進(jìn)行現(xiàn)場(chǎng)考察的權(quán)利，考察內(nèi)容不限于：資格要求、履約能力、質(zhì)量保證能力等，考察不合格的申請(qǐng)人將被否決。We reserve the right to conduct on-site inspections of applicants during the public qualification pre review stage. We also reserve the right to conduct on-site inspections of applicants, which are not limited to qualification requirements, performance capabilities, quality assurance capabilities, etc. Applicants who fail the inspections will be rejected.
