中化建國際招標有限責任公司（以下簡稱：招標代理機構）受中海石油深海開發(fā)有限公司（以下簡稱：招標人）委托，就預增壓濕氣壓縮機進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC DEEPWATER DEVELOPMENT LIMITED (hereinafter called "Tenderee") intends to purchase the Goods and the relevant services required under the project of Wet Gas Pre-Compression Compressor by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標條件Bidding Conditions：
項目概況：荔灣3-1氣田調整開發(fā)項目通過降低荔灣3-1氣田群水下井口壓力實現(xiàn)增產，無調整井及新建平臺設施。本項目需要在荔灣3-1CEP平臺增加3套濕氣預增壓壓縮機。
Project Summary：The Liwan 3-1 gas field adjustment development project aims to increase production by reducing the underwater wellhead pressure of the Liwan 3-1 gas fields. Three sets of Wet Gas Pre-Compression Compressor Skid will be puchased and installed on the Liwan 3-1 CEP.

l 從中華人民共和國關境外提供的貨物：合同生效后20個月內DAP中國廣東珠?；蚧葜莼蚱渌付▓龅?。
★ 如果交貨期超過基礎時間八周，則視為非響應性投標而予以否決。

3. 對投標人的資格和業(yè)績要求：
4. Requirements for Qualification and reference of Bidder:
（1）資格要求Requirements for Qualification of Bidder
1) ★如果投標人為境內注冊公司，需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided (all documents shall within the validity period); If the bidder is an overseas registered company, it shall provide valid company registration certificate.
2) 制造商應具備有效的GB/T19001（ISO9001）質量體系認證證書，投標人投時須提供制造商有效的質量體系認證證書原件的掃描件。
Bidder shall include the scanned copy of valid Certificate of Quality Management System Certification (GB/T19001（ISO9001）of Manufacturer in the bidding docuement.
3) ★本次采購濕氣壓縮機整體（含附屬設備）應適用于海上平臺應用，投標人應承諾進行第三方檢驗，并從CCS、DNV.GL、ABS 或 BV四家認證機構之一獲得機組整體的最終檢驗證書，第三方檢驗取證費用由投標人承擔。投標人需在投標文件中明確所選擇的認證機構。
The Bidder shall promise to obtain the Third party certification for Wet Gas Pre-Compression Compressor Skid which issued by one of classification society (ABS,DNV.GL,CCS, BV etc.). The cost for third party certification shall be at bidder’s account. The bidder shall specify the selected certification authority in the tender document.
4) 是否接受聯(lián)合體投標：是
Joint Venture: Acceptable
以聯(lián)合體形式投標并應按招標文件要求的格式提交聯(lián)合體各方的資格證明文件、共同投標協(xié)議并注明牽頭人及各方擬承擔的工作和責任，并承諾一旦中標聯(lián)合體各方將向招標人承擔連帶責任。
If the gas turbine and compressor are not from same manufacturer, they must bid in the form of a joint bidding. The Bidder shall furnish qualification documents of all parties,together with the Consortium Agreement in the format required by the bidding documents, indicating the leading party, work scope and responsibilities that each party intends to undertake, as well as the promise that once winning the bid, all parties will undertake joint liability and responsibilities to the tenderer. Otherwise, failure of doing so will lead to the rejection of its bid.
5 ）★投標人應為：1）燃氣輪機制造商或（針對本次項目）其唯一授權的壓縮機組的制造商（成橇商）；
2）天然氣壓縮機的制造商或（針對本次項目）其唯一授權的壓縮機組制造商（成橇商）；
3)同一品牌同一型號的制造商和（針對本次項目）其唯一授權的壓縮機或燃氣輪機制造商（成橇商）不得同時單獨投標；
★1）Gas turbine manufacturer or (for this project) its only authorized compressor unit manufacturer (sled manufacturer)
2）The manufacturer of natural gas compressors or (for this project) their only authorized compressor unit manufacturer (sled manufacturer)
3）Manufacturers of the same brand and model, as well as the only authorized compressor or gas turbine manufacturer (sled manufacturer) for this project, are not allowed to bid separately at the same time
7) ★未領購招標文件是否可以參加投標:不可以

（2）★業(yè)績要求Requirement for Bidder's reference:
投標人應有至少2個合同的（每個合同至少1臺）透平驅動的天然氣離心壓縮機組的供貨業(yè)績（2014年1月1日后簽訂的合同，透平功率≥10MW、壓縮機處理量應≥535X104Sm3/d、出口壓力≥2450kPaG），并提供相應的業(yè)績證明文件。
The Bidder shall have at least two contracts for supply of gas turbine driven centrifugal compressor skid（at least one gas turbine driven centrifugal compressor for each contract）from January 1, 2014 to the bid deadline (subject to the contract signing date). In the supply record, the turbine power should be ≥ 10MW, the compressor capacity should be ≥ 535X104 Sm3/d, and the outlet pressure should be ≥ 2450 kPaG, and the relevant supply record certification documents should be provided.
投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同原件掃描件（含相關技術附件）和2）到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內容：合同首頁、簽字蓋章頁、合同簽署時間、制造廠家名稱、貨物名稱、透平功率、壓縮機型式、處理量、出口壓力、壓縮介質、供貨數(shù)量，到貨驗收證明文件。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)滿足上述業(yè)績要求的，均視為無效業(yè)績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to:
1) copies of sales contract (including cover page, signing page and technical appendix etc) and
2) Receiving certificate of arrival of goods.
The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements and Arrival acceptance materials (including arrival receipt, commissioning qualification certificate, classification society certificate etc.)
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from March 28, 2024 to Apr 8,2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
