中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海油惠州石化有限公司（以下稱為“招標(biāo)人”）委托，就中海油惠州石化有限公司動力部1#鍋爐超低壓燃燒器及自動化改造項目進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited.(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under ultra low pressure burner and automation upgrading project of 1# boiler of power station of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：中海油惠州石化有限公司動力部1#鍋爐超低壓燃燒器及自動化改造項目。惠州石化有限公司擬投資建設(shè)2200萬噸/年煉油產(chǎn)品結(jié)構(gòu)優(yōu)化及質(zhì)量升級項目，優(yōu)化全廠總加工流程及產(chǎn)品結(jié)構(gòu)，在惠煉二期項目預(yù)留用地新建150 萬噸/年芳烴聯(lián)合、100 萬噸/年連續(xù)重整、160 萬噸/年加氫裂化和40 萬噸/年輕汽油醚化四套生產(chǎn)裝置。
Project Summary：CNOOC Huizhou Petrochemicals Company Limited plans to optimize the total processing flow and product structure of the whole plant through the construction of 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project, and to build four Plants of 1500 KTA Para-Xylene Aromatics Complex Plant, 1000 KTA Continuous Reforming Plant, 1600 KTA Hydrocracking Plant and 400 KTA Etherification of Light Gasoline Plant in the reserved land of Huilian phase II project.

數(shù)量：6臺套
Quantity: Six sets
主要技術(shù)規(guī)格：
燃燒器在燃燒氣體燃料工況下氮氧化物排放≤50 mg/Nm3（負(fù)荷30%～100%，煙氣再循環(huán)量≤15%， 基準(zhǔn)氧含量3% 干基），排放CO≤100mg/Nm3。
Main Specifications:
Under the condition of combustion gas fuel, the NOx emission of burner is ≤ 50 mg/Nm3 (load 30% ~ 100%, flue gas recycling volume ≤ 15%, reference oxygen content is 3% dry basis), and emission Co ≤ 100mg/Nm3.
交貨期：
從中華人民共和國關(guān)境內(nèi)提供的貨物：合同簽訂后32周（貨到項目現(xiàn)場時間）；
For goods offered from within PRC customs territory: 32 weeks after signing the contract (arrival date to the job site)；
從中華人民共和國關(guān)境外提供的貨物: 合同簽訂后30周（提單發(fā)貨時間）。
For goods offered from outside PRC customs territory 30 weeks after signing the contract (departure date on Bill of Lading).
交貨地點(diǎn)Destination of delivery:
從中華人民共和國關(guān)境內(nèi)提供的貨物：大亞灣石化區(qū)項目現(xiàn)場
For goods offered from within PRC customs territory: Project Site in Daya Bay Petrochemical Zone.

3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A. 如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）;如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明。
A. If the Bidder is domestic registered company,The bidder shall have the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.
B. 投標(biāo)人可為投標(biāo)設(shè)備的制造商或代理商。若投標(biāo)人為代理商，投標(biāo)人應(yīng)得到本次投標(biāo)所投產(chǎn)品的制造商同意其為本次投標(biāo)提供該產(chǎn)品的合法正式授權(quán)書。
B. Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent,the bidder shall obtain the manufacturer's consent to provide the product with the legal official authorization for the bid.

Requirement for Bidder's reference:
a) 2018年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少一臺套應(yīng)用于動力站燃油燃?xì)忮仩t或動力站燃?xì)忮仩t（蒸發(fā)量在130T/H及以上）的燃燒器的銷售業(yè)績。
a) Until January 1,2018 toto the deadline for submission of bids (subject to the time of signing the contract)，Manufacturer of the product offered by the bidder should have at least one set of oil and gas boiler or gas boiler (evaporation capacity of 130T/H and above) burner sales performance for power station.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（應(yīng)有雙方蓋章）、制造商名稱、貨物名稱、鍋爐蒸發(fā)量、應(yīng)用于動力站燃油燃?xì)忮仩t或動力站燃?xì)忮仩t及到貨驗貨證明材料。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)滿足上述業(yè)績要求的，均視為無效業(yè)績。
The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (with seals of both parties), manufacturer name, goods name, boiler evaporation，burner application scenarios and arrival inspection certification materials. Failure to submit performance documentation, or the performance documentation provided cannot reflect that the above performance requirements are met, shall be regarded as invalid performance.
