CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2CEPB Platform Additional Compressor Module by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

A.如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B.如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。
B. If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

Requirements of Qualification of Bidder and Certificate
投標(biāo)人提供的印刷電路板式換熱器制造商須有《中華人民共和國特種設(shè)備生產(chǎn)許可證》，許可范圍不低于“壓力容器制造A2級(jí)”。并提供有效的特種設(shè)備型式試驗(yàn)證書且證書批準(zhǔn)范圍涵蓋本次招標(biāo)范圍。投標(biāo)時(shí)需提供證書原件掃描件（原件備查）并可在全國特種設(shè)備公示信息查詢平臺(tái)（https://cnse.e-cqs.cn/info-pub/pub）核實(shí)。
A. The manufacturer of PCHE provided by the bidder must have the "Special Equipment Production License of the People's Republic of China", and the scope of the license shall not be less than "pressure vessel manufacturing A2 level". And provide a valid special equipment type test certificate, and the scope of certificate approval covers the scope of this bidding. When bidding, a scanned copy of the original certificate (the original is for future reference) and can be verified on the national special equipment publicity information query platform (https://cnse.e-cqs.cn/info-pub/pub).

（3）業(yè)績要求Requirement for Bidder's reference:
2013年1月1日至投標(biāo)截止日（以合同簽訂日期為準(zhǔn)），投標(biāo)人所投產(chǎn)品制造商應(yīng)具有至少有兩套供貨業(yè)績（熱負(fù)荷值不小于11200 kW，設(shè)計(jì)壓力不低于8650 kPaG和設(shè)計(jì)溫度高溫不低于170℃，低溫不高于-3℃的技術(shù)要求。）
Since January 1, 2013 to the deadline of bids submission stipulate(subject to the date of signing the contract), the Bidder shall have track records of at least 2 set of PCHE(each thermal duty shall not be less than 11200 kW, and the design pressure shall not be less than 8650 kPaG,design high temperature shall not be less than 170℃and low temperature shall not be more than -3℃).

投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收證明文件。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（應(yīng)有雙方蓋章）、制造商名稱、貨物名稱、換熱器的類型、換熱量、設(shè)計(jì)壓力和設(shè)計(jì)溫度的技術(shù)要求及到貨驗(yàn)收材料。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、換熱器的類型、換熱量、設(shè)計(jì)壓力和設(shè)計(jì)溫度的技術(shù)要求及到貨驗(yàn)收材料的，均視為無效業(yè)績。
Bidders are required to submit performance forms in the prescribed format and relevant performance certification documents. Performance certification documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) proof of delivery and acceptance. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, Contract signing page (should be stamped by both parties) ，manufacturer's name, goods name, type of heat exchanger, heat exchange capacity, technical requirements for design pressure and temperature, and materials for acceptance upon arrival.Failure to submit performance certification documents, or failure to reflect the technical requirements for contract signing time, manufacturer name, goods name, heat exchanger type, heat exchange capacity, design pressure and temperature, as well as delivery acceptance materials, shall be deemed as invalid performance.
