內(nèi)蒙古卓正煤化工有限公司是內(nèi)蒙古匯能煤電集團(tuán)有限公司響應(yīng)自治區(qū)“五個(gè)大起底”行動(dòng)方案，從解決歷史遺留問(wèn)題、緩解社會(huì)壓力大局出發(fā)，以推進(jìn)能源經(jīng)濟(jì)多元化、低碳化、高端化發(fā)展為目標(biāo)，收購(gòu)的全資子公司。
2、項(xiàng)目規(guī)模：
甲醇醋酸延鏈優(yōu)化深加工與綜合利用生產(chǎn)高端化學(xué)品及新材料項(xiàng)目位于烏審旗蘇里格經(jīng)濟(jì)開(kāi)發(fā)區(qū)納林河產(chǎn)業(yè)園，該項(xiàng)目在原年產(chǎn)120萬(wàn)噸甲醇和100萬(wàn)噸醋酸項(xiàng)目的基礎(chǔ)上按照國(guó)家綠色低碳、節(jié)能環(huán)保的產(chǎn)業(yè)引導(dǎo)政策，采用先進(jìn)的工藝技術(shù)，建設(shè)300萬(wàn)噸/年原煤預(yù)處理裝置、100萬(wàn)噸/年甲醇裝置、50萬(wàn)噸/年醋酸裝置、60萬(wàn)噸/年乙醇裝置、35萬(wàn)噸/年乙醇酸甲酯 (MG）裝置、20萬(wàn)噸/年聚乙醇酸（PGA）裝置、6萬(wàn)噸/年聚甲醛(POM)裝置、液化天然氣（LNG）裝置等配套公輔工程。
3、招標(biāo)范圍:
包括但不限于甲醇合成裝置（工藝包）編制費(fèi)，專有、專利技術(shù)轉(zhuǎn)讓、許可費(fèi)，專利、專有設(shè)備（如有）供貨，催化劑（如有）供貨，工藝包審查，總體設(shè)計(jì)和詳細(xì)設(shè)計(jì)的審查，關(guān)鍵設(shè)備和材料（如有）的采購(gòu)服務(wù)，技術(shù)服務(wù)，技術(shù)培訓(xùn)，裝置性能保證等，以及為完成本項(xiàng)目所需的其他費(fèi)用。
三、投標(biāo)人資格要求
投標(biāo)人應(yīng)具備的資格或業(yè)績(jī)：除2014年版《機(jī)電產(chǎn)品國(guó)際招標(biāo)標(biāo)準(zhǔn)招標(biāo)文件（第一冊(cè)）》要求投標(biāo)人提供的證明文件外，投標(biāo)人還必須提供：
(一）關(guān)境外投標(biāo)人：
1）境外投標(biāo)人須提供相關(guān)注冊(cè)證明材料；
2）提供有效的單位主要負(fù)責(zé)人授權(quán)委托書；
3）近三年（2020-2023年度）至少具有2項(xiàng)境內(nèi)、外同類型或相近裝置的運(yùn)行、在建或設(shè)計(jì)業(yè)績(jī)（以合同簽訂時(shí)間為準(zhǔn)，提供合同復(fù)印件或掃描件）；而且在安裝調(diào)試運(yùn)行中未發(fā)現(xiàn)重大質(zhì)量問(wèn)題，并提供裝置工藝包轉(zhuǎn)讓和裝置正常運(yùn)行的有效證明文件；
4）專有、專利技術(shù)的證明文件，如果投標(biāo)人提供工藝包技術(shù)文件不是其公司技術(shù)，則投標(biāo)人應(yīng)提供技術(shù)許可方的正式授權(quán)書，且不存在專利糾紛和不影響招標(biāo)人的使用。
5）本次招標(biāo)不接受聯(lián)合體投標(biāo)。
（二）關(guān)境內(nèi)投標(biāo)人：
1）應(yīng)為中華人民共和國(guó)境內(nèi)依法注冊(cè)的法人或其他組織，提供有效的營(yíng)業(yè)執(zhí)照或事業(yè)法人登記證書；
2）投標(biāo)人應(yīng)具有良好的商業(yè)信譽(yù)，沒(méi)有處于被責(zé)令停產(chǎn)、財(cái)產(chǎn)被凍結(jié)、接管、破
產(chǎn)狀態(tài)，且附信用報(bào)告；提供有效的體系認(rèn)證報(bào)告；
3）投標(biāo)人提供2020年至2022年（其中連續(xù)三年）經(jīng)會(huì)計(jì)事務(wù)所或?qū)徲?jì)機(jī)構(gòu)出具
的財(cái)務(wù)審計(jì)報(bào)告（報(bào)告前附三年財(cái)務(wù)狀況說(shuō)明）；

Project Scale: The methanol acetic acid extended chain optimization, deep processing, and comprehensive utilization project for producing high-end chemicals and new materials is located in the Nalinhe Industrial Park of the Sulige Economic Development Zone in Wushen Banner. based on the original annual production of 1.2 million tons of methanol and 1 million tons of acetic acid projects, the project follows the national green, low-carbon, energy-saving, and environmental protection industry guidance policies, adopts advanced process technology, and constructs 3 million tons/year of raw coal pretreatment equipment and 1 million tons/year of methanol equipment Supporting public and auxiliary projects include a 500000 ton/year acetic acid plant, a 600000 ton/year ethanol plant, a 350000 ton/year methyl acetate (MG) plant, a 200000 ton/year polyglycolic acid (PGA) plant, a 60000 ton/year polyoxymethylene (POM) plant, and a liquefied natural gas (LNG) plant. 3. Scope of Bidding: This includes but is not limited to the preparation fee for methanol synthesis unit (process package), proprietary and patented technology transfer and licensing fees, supply of patents and proprietary equipment (if any), supply of catalysts (if any), process package review, review of overall and detailed design, procurement services for key equipment and materials (if any), technical services, technical training, device performance guarantee, and other expenses required to complete this project. 3.
