2、投標(biāo)人應(yīng)為合法注冊(cè)的律師事務(wù)所,投標(biāo)人國(guó)籍應(yīng)與包（子庫(kù)）名稱相符。第1包中國(guó)律師事務(wù)所投標(biāo)人應(yīng)為在中國(guó)大陸注冊(cè)的律師事務(wù)所；
(2)Thebiddersshallbealegallyregisteredlawfirm,andthenationalityofthebiddershallbeconsistentwiththenameofthepackage(sub-library).ThebidderofChinaLawFirminPackage1shallbealawfirmregisteredinChinesemainland;
3、具有獨(dú)立承擔(dān)民事責(zé)任的能力；
(3)Havingtheabilitytoindependentlybearcivilliabilities;
4、具有良好的商業(yè)信譽(yù)和健全的財(cái)務(wù)會(huì)計(jì)制度；

（1）第1包投標(biāo)人不得為“信用中國(guó)”網(wǎng)站 中列入失信被執(zhí)行人和重大稅收違法案件當(dāng)事人名單的投標(biāo)人，不得為中國(guó) （ ）政府采購(gòu)嚴(yán)重違法失信行為記錄名單中被財(cái)政部門禁止參加政府采購(gòu)活動(dòng)的投標(biāo)人（處罰決定規(guī)定的時(shí)間和地域范圍內(nèi)）。信用信息截止時(shí)點(diǎn)為開標(biāo)當(dāng)日；

投標(biāo)人在平臺(tái)下載投標(biāo)文件編制軟件進(jìn)行投標(biāo)文件編制，投標(biāo)文件編制完成后，使用CA進(jìn)行投標(biāo)文件的加蓋簽章，并將加蓋簽章的投標(biāo)文件加密導(dǎo)出后上傳，最后使用CA進(jìn)行開標(biāo)截止時(shí)間后的解密。

本項(xiàng)目將通過 （以下簡(jiǎn)稱“本平臺(tái)”）進(jìn)行網(wǎng)上全流程招投標(biāo)，有意向的投標(biāo)人須在平臺(tái)注冊(cè)后辦理CA電子證書。辦理CA電子證書后，也可以使用CA電子證書參加在本平臺(tái)進(jìn)行的其他全流程招投標(biāo)項(xiàng)目，因其他項(xiàng)目辦理過本平臺(tái)CA鎖的，如CA鎖還在有效期內(nèi)，則可直接使用。
