二、            項(xiàng)目背景

II. Project Background

琶洲南區(qū)位于廣州人工智能與數(shù)字經(jīng)濟(jì)試驗(yàn)區(qū)琶洲核心區(qū)，是廣州珠江沿岸地區(qū)高質(zhì)量發(fā)展帶與廣州科技創(chuàng)新軸交匯點(diǎn)，南臨海珠濕地，北接琶洲國(guó)際會(huì)展中心，地處眾多發(fā)展熱點(diǎn)之中。2022年10月，省政府批復(fù)設(shè)立“琶洲經(jīng)濟(jì)開(kāi)發(fā)區(qū)”?！稄V州市“十四五”規(guī)劃和2035年遠(yuǎn)景目標(biāo)綱要》提出 “全力建設(shè)廣州人工智能與數(shù)字經(jīng)濟(jì)試驗(yàn)區(qū)，建成世界一流的數(shù)字經(jīng)濟(jì)集聚區(qū)”；《廣州市加快打造數(shù)字經(jīng)濟(jì)創(chuàng)新引領(lǐng)型城市的若干措施》提出“琶洲核心區(qū)要大力推進(jìn)數(shù)字產(chǎn)業(yè)龍頭企業(yè)總部建設(shè)，持續(xù)引進(jìn)全球領(lǐng)軍企業(yè)，加快打造創(chuàng)新型數(shù)字經(jīng)濟(jì)總部?jī)?yōu)勢(shì)集群，持續(xù)引進(jìn)高層次頂尖人才，打造數(shù)字經(jīng)濟(jì)人才高地?！杜弥薜貐^(qū)發(fā)展規(guī)劃 (2019-2035年》對(duì)琶洲南區(qū)功能定位為以數(shù)字技術(shù)創(chuàng)新應(yīng)用為核心的創(chuàng)新融合拓展區(qū)。《琶洲南區(qū)城市設(shè)計(jì)深化及控制性詳細(xì)規(guī)劃》目標(biāo)將琶洲南打造為面向未來(lái)、生態(tài)宜居、令人向往的數(shù)字創(chuàng)新活力區(qū)，水脈引領(lǐng)的水城典范、生態(tài)共融的綠色城區(qū)、極具辨識(shí)度的數(shù)字創(chuàng)新基地、以人民為中心的未來(lái)社區(qū)。

Pazhou South District is located in the Pazhou core area of Guangzhou Artificial Intelligence and Digital Economy Experimental Zone. It is the intersection of the high-quality development zone along the Pearl River in Guangzhou and the Guangzhou Science and Technology Innovation Axis. It is adjacent to the Haizhu Wetland in the south and Pazhou International Convention and Exhibition Center in the north, and is located among many development hotspots. In October 2022, the provincial government approved the establishment of Pazhou Economic Development Zone. The Outline of the 14th Five-Year Plan and the Long-term Target in 2035 of Guangzhou puts forward that “Guangzhou AI and Digital Economy Experimental Zone should be built with all efforts into a world-class digital economy cluster”; Several Measures for Guangzhou to Accelerate the Construction of a Digital Economy Innovation-oriented City puts forward that “Pazhou core area should vigorously promote the construction of digital industry leading enterprise headquarters, continuously introduce global leading enterprises, accelerate the construction of innovative digital economy headquarters advantage clusters, and continuously introduce high-level top talents to build a digital economy talent highland. The Pazhou Regional Development Plan (2019-2035) defines the function of Pazhou Southern District as an innovative, integrated and expanded area with digital technology innovation and application as the core. The goal of Urban Design Deepening and Regulatory Detailed Planning of Pazhou South District is to build Pazhou South into a future-oriented, ecologically livable and desirable vigorous area featuring digital innovation, a water city model led by water veins, a green urban area with ecological harmony, a highly recognizable digital innovation base and a people-centered future community.

為貫徹落實(shí)黨的二十大報(bào)告“構(gòu)建新發(fā)展格局，提高城市規(guī)劃、建設(shè)、治理水平，打造宜居、韌性、智慧城市”精神，落實(shí)市委、市政府提出的全力推進(jìn)珠江沿岸高質(zhì)量發(fā)展的工作要求和高標(biāo)準(zhǔn)高水平規(guī)劃建設(shè)琶洲地區(qū)的工作部署，高起點(diǎn)規(guī)劃、高標(biāo)準(zhǔn)設(shè)計(jì)、高品質(zhì)建設(shè)琶洲南區(qū)基礎(chǔ)設(shè)施，擬開(kāi)展“創(chuàng)新活力，品質(zhì)琶洲”琶洲南區(qū)集成設(shè)計(jì)競(jìng)賽工作。本次競(jìng)賽旨在引入一流設(shè)計(jì)團(tuán)隊(duì)，通過(guò)提出兼具創(chuàng)新性和實(shí)施性的競(jìng)賽方案，促進(jìn)琶洲核心區(qū)高質(zhì)量發(fā)展建設(shè)實(shí)施。

In order to implement the Party’s Report to the 20th CPC National Congress spirit of “building a new development pattern, improving the level of urban planning, construction and governance, and building a livable, resilient and smart city”, and to implement the work requirements put forward by the municipal party committee and the municipal government to fully promote the high-quality development along the Pearl River, to plan and build Pazhou area with high standards and high levels, and to plan, design and build the infrastructure of Pazhou South District with high quality standards from a high starting point, it is planned to carry out the Innovative Vitality, Quality Pazhou--Integrated Design Competition in Pazhou South District. The purpose of this competition is to introduce the first-class design team and promote the implementation of high-quality development and construction in Pazhou core area by proposing innovative and practical competition schemes.

三、            主要工作任務(wù)（具體詳見(jiàn)公告附件2《設(shè)計(jì)任務(wù)簡(jiǎn)介》，最終要求以后續(xù)正式發(fā)布的《技術(shù)文件》為準(zhǔn)）

III. Main Work Tasks (Refer to Annex 2 - Synopsis of Design Specifications of the Announcement for detailed requirements. The final requirements are subject to the final Design Specification)

本次競(jìng)賽設(shè)計(jì)范圍包括研究范圍、整體概念方案設(shè)計(jì)范圍及重點(diǎn)橋梁概念方案設(shè)計(jì)范圍三個(gè)層次，具體情況如下：

The design scope of this competition includes three levels: research scope, overall conceptual design scope and conceptual design scope of key bridges. The details are as follows:

         研究范圍：為琶洲南區(qū)，面積4.48平方公里。主要對(duì)該區(qū)域總體定位、交通系統(tǒng)、公共空間、功能布局等區(qū)域條件做好落實(shí)和銜接。

The research scope is Pazhou South District, covering an area of 4.48 square kilometers, mainly defining and connecting the regional conditions such as the overall positioning, transportation system, public space and functional layout of the region.

         整體概念方案設(shè)計(jì)范圍：包括11座黃埔涌跨涌橋梁、7條核心區(qū)重點(diǎn)道路、多條主要河涌公園一體化集成設(shè)計(jì)。

The overall conceptual design refers to the integrated design of 11 Huangpu Branch River Bridges, 7 key roads in the core area and several major river parks.

         重點(diǎn)橋梁概念方案設(shè)計(jì)：包括4座需近期建設(shè)的黃埔涌跨涌橋梁，具體為海洲路、會(huì)展南二路、會(huì)展東路、環(huán)島路跨涌橋。

The conceptual design of key bridges includes four Huangpu Branch River Bridges which needs to be built in the near future, specifically Haizhou Road, Exhibition South Second Road, Exhibition East Road and Huandao Road Bridge.

四、            競(jìng)賽規(guī)則

IV. Competition Rules

  參賽方式：本次競(jìng)賽采用公開(kāi)競(jìng)賽的方式，公開(kāi)接受符合資格條件的國(guó)內(nèi)外設(shè)計(jì)單位（包括聯(lián)合體，下同）的參賽申請(qǐng)。如符合參賽資格要求的申請(qǐng)單位≤18家，競(jìng)賽組織單位可視情況延長(zhǎng)參賽申請(qǐng)時(shí)間或所有符合參賽資格要求的申請(qǐng)單位均可直接入圍參賽；如符合參賽資格要求的申請(qǐng)單位超過(guò)18家時(shí)，將擇優(yōu)遴選18家入圍參賽。

Principles of participation: The open competition mode is adopted for this competition, in which the competition openly accepts applications from eligible domestic and international design units (including consortiums, the same below) that meet the qualification requirements for participation. If the number of applicants meeting the eligibility requirements is less than 18, the competition organizer may extend the application time or all applicants meeting the eligibility requirements can be directly shortlisted for the competition. If more than 18 applicants meet the eligibility requirements, only 18 applicants will be selected for the competition.

確認(rèn)參賽的參賽單位因非不可抗力因素中途退出或最終放棄競(jìng)賽，競(jìng)賽組織單位有權(quán)拒絕該參賽單位參加競(jìng)賽組織單位其他任何項(xiàng)目的競(jìng)賽。

If the shortlisted participating unit withdraws or ultimately gives up the competition due to non force majeure reasons, the competition organizer has the right to refuse the participating unit to participate in any other competition of the competition organizer.

   競(jìng)賽設(shè)計(jì)及評(píng)審Competition design and evaluation

本次競(jìng)賽分兩階段進(jìn)行正式競(jìng)賽設(shè)計(jì)，具體如下：

This competition is divided into two stages, details are as follows:

（1）第一階段-創(chuàng)意競(jìng)賽階段(約1.5個(gè)月)：所有參賽單位按后續(xù)發(fā)布的競(jìng)賽技術(shù)文件要求開(kāi)展設(shè)計(jì)，并按時(shí)提交1套完整的競(jìng)賽設(shè)計(jì)成果。每家參賽單位限報(bào)1個(gè)設(shè)計(jì)方案，參賽單位以外的設(shè)計(jì)單位報(bào)送的設(shè)計(jì)方案將不予受理。

The first stage--Creative Competition Stage (about 1.5 months): All shortlisted design units will carry out the design according to the requirements of the Competition Design Specification, and submit one set of formal design results documents on time. Each unit is limited to submit 1 design proposal. The design scheme submitted by a design unit other than the shortlisted units will not be accepted.

由競(jìng)賽組織單位依法組建的方案評(píng)審委員會(huì)對(duì)提交的參賽方案進(jìn)行評(píng)審（參賽單位不需要到場(chǎng)匯報(bào)），采用記名投票方式評(píng)選出不排序的8個(gè)優(yōu)勝方案進(jìn)入深化競(jìng)賽階段。

The scheme evaluation committee established by the competition organizer in accordance with the law evaluates the submitted competition schemes (participants do not need to report on site), and selects 8 unordered outstanding schemes to enter the deepening competition stage through disclosed ballot.

（2）第二階段-深化競(jìng)賽階段(約1個(gè)月)：8家優(yōu)勝方案單位按照專家評(píng)審意見(jiàn)、設(shè)計(jì)任務(wù)書(shū)要求進(jìn)行方案調(diào)整、完善設(shè)計(jì)，提交深化設(shè)計(jì)成果。評(píng)審委員會(huì)對(duì)提交的深化設(shè)計(jì)成果進(jìn)行詳細(xì)評(píng)審（優(yōu)勝方案單位須由主創(chuàng)設(shè)計(jì)親自到場(chǎng)進(jìn)行方案匯報(bào)），以記名投票方式評(píng)選出不排序的4個(gè)候選方案。

The second stage--Deepening Competition Stage (about 1 month): 8 outstanding scheme units adjust the scheme and improve the design according to the experts’ opinions and the requirements of the Competition Design Specification, and submit the deepened design results. The evaluation committee will conduct detailed evaluation of the submitted in-depth design results (the outstanding scheme unit shall arrange the chief designer to present the project report in person on site), and select 4 candidate schemes without ranking by disclosed ballot.

最終由競(jìng)賽委員會(huì)綜合考慮4個(gè)候選方案及專家評(píng)審意見(jiàn)，確定其中1個(gè)候選方案為中選方案。由中選方案的設(shè)計(jì)單位完成后續(xù)方案整合優(yōu)化工作（整合優(yōu)化工作要求詳見(jiàn)公告附件2—設(shè)計(jì)任務(wù)簡(jiǎn)介）。

Finally, the competition committee comprehensively considers the four candidate schemes and the experts’ opinions, and determines one candidate scheme as the winning scheme. The design unit of the selected scheme shall complete the subsequent scheme integration and optimization work (Refer to Annex 2 - Synopsis of Design Specifications of the Announcement for details of the integration and optimization work requirements).

如候選方案難以達(dá)到本次競(jìng)賽目的，中選方案可以空缺。如中選方案單位不能履約或放棄后續(xù)中選設(shè)計(jì)工作或雙方協(xié)商未能達(dá)到一致的情況下，競(jìng)賽組織單位可以根據(jù)專家評(píng)審結(jié)果選擇其他候選方案單位接替，或中選方案單位空缺。

If the candidate scheme hardly achieves the purpose of this competition, the winning scheme unit can be left vacant. In the event that the winning unit is unable to fulfill the contract or abandons the subsequent winning design work, or if both parties fail to reach an agreement through negotiation, the competition organizer may choose another outstanding scheme unit to replace it based on the expert evaluation results, or the winning scheme unit may be vacant.

注：經(jīng)評(píng)審評(píng)估，如提交的設(shè)計(jì)方案經(jīng)專家評(píng)審會(huì)后達(dá)不到優(yōu)勝、候選和中選方案的設(shè)計(jì)水平，將根據(jù)實(shí)際情況調(diào)整相應(yīng)獎(jiǎng)項(xiàng)，擇時(shí)通過(guò)公開(kāi)途徑再進(jìn)行征集；并按其相應(yīng)階段的評(píng)審結(jié)果作出相應(yīng)補(bǔ)償。即如達(dá)不到優(yōu)勝方案水平，則按入圍方案進(jìn)行補(bǔ)償；如達(dá)不到候選方案水平，則按優(yōu)勝方案進(jìn)行補(bǔ)償；如達(dá)不到中選方案單位要求，則按候選方案單位進(jìn)行補(bǔ)償。

Note: After review and evaluation, if the design scheme fails to meet the design level of the outstanding scheme, candidate scheme and winning scheme, the corresponding award will be adjusted according to the actual situation, and the collection will be conducted through open channels at a appropriate time, and make corresponding compensation according to the evaluation results of its corresponding stage. That is, if it does not reach the level of the outstanding scheme, it will be compensated according to the shortlisted scheme standard; if it does not reach the level of candidate scheme, it will be compensated according to the outstanding scheme standard; if it does not meet the requirements of the winning scheme, it will be compensated according to the candidate scheme standard.

五、            參賽資格條件要求

V. Requirements of Participation Qualification

（1）          參賽申請(qǐng)單位必須是中國(guó)境內(nèi)外經(jīng)合法注冊(cè)的企業(yè)或機(jī)構(gòu)；不接受個(gè)人及個(gè)人組合的報(bào)名。中國(guó)境內(nèi)設(shè)計(jì)單位必須具有獨(dú)立法人資格或是合伙制企業(yè)或其他組織。有以下關(guān)系的設(shè)計(jì)單位，不得同時(shí)以多個(gè)參賽申請(qǐng)人的名義參賽：①法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人；②母公司、全資子公司及其控股公司。

The participating applicant must be a legally registered enterprise or institution within or outside China. Registration from individuals and individual groups are not accepted. Design units in China must be independent legal entity or partnership or other organization. Design units that have the following relationships can’t participate at the same time: ① The legal persons of two or more companies are the same person; ② The parent company, wholly owned subsidiary, and its controlled company.

（2）          本次競(jìng)賽不設(shè)資質(zhì)要求，國(guó)內(nèi)外設(shè)計(jì)機(jī)構(gòu)均可申請(qǐng)參加，鼓勵(lì)由橋梁、景觀、規(guī)劃、建筑、交通等專業(yè)領(lǐng)域人員組成團(tuán)隊(duì)參與。

This competition does not have requirements for qualification, design institutions at home and abroad can all apply to participate. People from various professional fields such as bridges, landscapes, planning, architecture, transportation, etc. are encouraged to form a team to participate.

（1）          參賽申請(qǐng)單位（獨(dú)立或聯(lián)合體）須具有橋梁設(shè)計(jì)及景觀設(shè)計(jì)項(xiàng)目經(jīng)驗(yàn)和案例。

Applicants (independent or consortium) must have bridge design and landscape design project experience and past cases.

（2）          本項(xiàng)目接受聯(lián)合體形式參賽，聯(lián)合體的成員數(shù)量不超過(guò)3家單位。以聯(lián)合體形式參加的，須提交聯(lián)合體協(xié)議，并在協(xié)議中明確聯(lián)合體的主體單位。聯(lián)合體各成員簽訂《聯(lián)合體協(xié)議書(shū)》后，不得再以自己名義單獨(dú)參賽，也不得組成新的聯(lián)合體或參與其他聯(lián)合體，否則參賽資格無(wú)效。

This project accepts participation in the form of a consortium, and the number of members of the consortium shall not exceed 3 units. If participating in the form of a consortium, a consortium agreement must be submitted and the main unit of the consortium must be specified in the agreement. After signing the Consortium Agreement, each member of the consortium shall not participate alone in the competition in their own name, nor shall they form a new consortium or participate in other consortia, otherwise their qualification for the competition shall be invalid.

注：設(shè)計(jì)單位的屬地以其公司總部（或所屬集團(tuán)總部）的企業(yè)工商注冊(cè) Note: The territory of the design unit is determined on the basis of the registered industrial and commercial address of its company headquarters (or group headquarters).

參賽申請(qǐng)單位需根據(jù)參賽資格條件要求按照參賽申請(qǐng)文件規(guī)定的內(nèi)容提供相應(yīng)證明材料。

The participating applicant must provide corresponding proof materials according to the requirements of the qualification requirements and the content specified in the application document.

六、            競(jìng)賽日程安排

VI. Competition Schedule

  2024年1月8日–1月16日：發(fā)布公告，接受設(shè)計(jì)單位提交參賽申請(qǐng)文件。

January 8th to January 16th, 2024: Announcement will be issued to accept the design unit to submit application documents.

  2024年1月中旬：確定正式參賽單位。

Mid-January, 2024：confirm the official participants.

  2024年1月中旬–3月上旬：參賽單位開(kāi)展創(chuàng)意競(jìng)賽設(shè)計(jì)工作。

Mid-January to early March, 2024：The participating units carry out the design work of the creative competition.

  技術(shù)文件發(fā)布會(huì)及現(xiàn)場(chǎng)踏勘時(shí)間計(jì)劃安排在2024年1月下旬。

The Technical document Release Conference and site survey are scheduled on late January, 2024.

  創(chuàng)意競(jìng)賽評(píng)審會(huì)時(shí)間計(jì)劃安排在2024年3月上旬。

The expert evaluation meeting of the creative competition stage is scheduled on early March, 2024.

  2024年3月中旬–4月上旬：參賽單位開(kāi)展深化競(jìng)賽設(shè)計(jì)工作。

Mid-March to early April, 2024: The participating units carry out the design work of the deepening competition stage.

  深化競(jìng)賽評(píng)審會(huì)時(shí)間計(jì)劃安排在2024年4月上旬。

The expert evaluation meeting of the deepening competition stage is scheduled on early April, 2024.

注：競(jìng)賽組織單位保留調(diào)整日程安排的權(quán)利。

Note: The competition organizer reserves the right to adjust the competition schedule.

七、            費(fèi)用

Ⅶ. Fee

  競(jìng)賽費(fèi)用 Competition fee

參賽單位在提交符合競(jìng)賽技術(shù)文件要求的參賽成果文件，并通過(guò)專家評(píng)審，可獲得由競(jìng)賽組織單位支付的相關(guān)費(fèi)用，具體如下：

The participating unit can receive the competition fee paid by the competition organizer after submitting the entry result documents that meet the requirements of the technical documents of the competition and passing the expert evaluation. Details are as follows:

（1）     未被選為優(yōu)勝方案的入圍參賽單位，每家單位將分別獲得成本補(bǔ)償費(fèi)10萬(wàn)元人民幣（含稅，下同）；

The shortlisted participating units whose schemes are not selected as outstanding schemes will receive a cost compensation fee of 100,000 RMB per unit (RMB, including tax, the same below) paid by the competition organizer;

（2）     未被選為候選方案的優(yōu)勝方案單位，每家單位將分別獲得成本補(bǔ)償費(fèi)及優(yōu)勝獎(jiǎng)金共50萬(wàn)元人民幣；

The outstanding scheme units whose schemes are not selected as candidate schemes will receive a cost compensation fee and outstanding bonus totaling 500,000 RMB per unit paid by the competition organizer;

（3）     未被選為中選方案的候選方案單位，每家單位將分別獲得成本補(bǔ)償費(fèi)、優(yōu)勝獎(jiǎng)金及候選獎(jiǎng)金共100萬(wàn)元人民幣；

The candidate scheme units whose schemes are not selected as winning schemes will receive a cost compensation fee, outstanding bonus and candidate bonus totaling 1 million RMB per unit paid by the competition organizer;

（4）     中選方案單位獲得中選費(fèi)用共350萬(wàn)元人民幣（含成本補(bǔ)償費(fèi)、優(yōu)勝獎(jiǎng)金、候選獎(jiǎng)金及整合費(fèi)用）。

The winning scheme unit will totally receive 3.5 million RMB (including cost compensation fee, outstanding bonus, candidate bonus and integration fee).

注：參賽方案經(jīng)評(píng)審委員會(huì)評(píng)定為無(wú)效方案的參賽單位，將不能獲得競(jìng)賽相關(guān)費(fèi)用。

Note: The participating units whose schemes are considered as invalid by the review committee will not be eligible for competition related fees.

八、            公告發(fā)布媒體

Ⅷ. Announcement Media

       本次競(jìng)賽在中國(guó)招投標(biāo)公共服務(wù)平臺(tái)（bulletin.cebpubservice.com）、招標(biāo)采購(gòu)網(wǎng) 及其同名微信公眾、相關(guān)行業(yè)公眾號(hào)發(fā)布競(jìng)賽公告，相關(guān)網(wǎng)站及公眾號(hào)發(fā)布的公告信息不一致時(shí)，以“宏達(dá)設(shè)計(jì)競(jìng)賽信息平臺(tái)”上發(fā)布的信息為準(zhǔn)。
