中化建國(guó)際 （以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”）受中海殼牌石油化工 （以下稱(chēng)為“招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目60萬(wàn)噸/年（茂金屬）線性低密度聚乙烯裝置1套擠壓造粒機(jī)組進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase One (1) Set of Extrusion and Pelletizing Unit of 600 Kta mLLDPE Plant for CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標(biāo)條件

項(xiàng)目概況：中海殼牌石油化工 （以下簡(jiǎn)稱(chēng)“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項(xiàng)目，以實(shí)現(xiàn)其打造世界級(jí)、高度一體化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase III Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

從中華人民共和國(guó)關(guān)境外提供的貨物: 合同簽訂后88周（提單發(fā)貨時(shí)間）

For goods offered from outside PRC customs territory: 88 weeks after signing the contract (departure date on Bill of Lading)

For goods offered from outside PRC customs territory: CIF Yantian Seaport, Shenzhen, or Huizhou Seaport,  P. R. China

 

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；

如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 投標(biāo)人所投產(chǎn)品的制造商須具備有效的GB/T19001（ISO9001）質(zhì)量體系認(rèn)證證書(shū)。如果有國(guó)家相關(guān)部門(mén)發(fā)布的最新體系標(biāo)準(zhǔn)，以最新體系標(biāo)準(zhǔn)為準(zhǔn)，投標(biāo)時(shí)須提供證書(shū)復(fù)印件。

B. The manufacturer of the bid product shall have valid GB/T19001 (ISO9001) Quality System Certification, If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail. Copy of these certificates must be provided when bidding.

 

C．投標(biāo)人應(yīng)為所投貨物的制造商。本次招標(biāo)不接受代理商投標(biāo)。

（2）業(yè)績(jī)要求Requirement for Bidder's reference:
2013年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少2套聚乙烯擠壓造粒機(jī)組的合同業(yè)績(jī)，且滿足擠壓機(jī)加工能力不小于600KTA的技術(shù)要求。

From January 1, 2013 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products  submitted by the bidder shall have at least 2 sets of contract references of polyethylene extrusion and pelletizing units, and all meet the technical requirements that the processing capacity of extruder is not less than 600KTA.

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷(xiāo)售合同復(fù)印件（含相關(guān)技術(shù)附件和性能保證數(shù)據(jù)表等）。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱(chēng)、貨物名稱(chēng)、項(xiàng)目名稱(chēng)、擠壓機(jī)加工能力等技術(shù)要求。

未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱(chēng)、貨物名稱(chēng)、項(xiàng)目名稱(chēng)和加工能力的技術(shù)要求，均視為無(wú)效業(yè)績(jī)。提供的業(yè)績(jī)證明文件中如果合同在執(zhí)行過(guò)程中終止,則該業(yè)績(jī)視為無(wú)效業(yè)績(jī)。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to:  copies of sales contract (including technical appendix and performance guarantee data sheet). The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project and extruder  processing capacity technical requirements.

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements of extruder processing capacity, the relevant reference will be deemed invalid. In the documentary evidence documents provided, if the contract is terminated in the course of execution, the relevant reference will be deemed invalid.

4. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2024年1月24日開(kāi)始至2024年1月31日止，請(qǐng)登錄中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)(）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買(mǎi)。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可 投標(biāo)人須在線填寫(xiě) 招標(biāo)文件每套售價(jià)為200元人民幣或30美元，售后不退。對(duì)于使用美元

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from January 24, 2024 to January 31, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
