中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國） （以下稱為“招標(biāo)人”）委托，就東方13-2 CEPB平臺壓縮機(jī)模塊項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2 CEPB compressor module Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標(biāo)條件

   Project Summary：

Dongfang 13-2 CEPB compressor module project needs to purchase 1 sets of Seawater lift pump.

資金到位或資金來源落實(shí)情況：已落實(shí)。

Source of Funds: yes

項(xiàng)目已具備招標(biāo)條件的說明：已具備。

2.  招標(biāo)內(nèi)容：Bidding Contents:

主要技術(shù)規(guī)格：

海水提升泵：潛沒式泵，流量：1500m3/h，出口壓力：300 kPaG在EL+19.0m。

交貨期：2024年8月30日前（國內(nèi)）或2024年8月30日前（進(jìn)口）

3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求 

Requirements for Qualification of Bidder 

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；

如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate. 

B．本次招標(biāo)接受代理商投標(biāo)。

 Agent Bid:  Acceptable

1)     如投標(biāo)人為代理商，即投標(biāo)人所投的貨物不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到貨物制造商的同意以及證明其在本次投標(biāo)中提供該貨物的正式授權(quán)書。

1）If the bidder is an agent, that is, the goods tendered by the bidder are not manufactured by the bidder themselves, the bidder should obtain the consent of the goods manufacturer and a formal authorization letter proving that they provide the goods in this bidding.

Requirements of Qualification of Bidder and Certificate

A. 其他

1）海水提升泵適合在海上環(huán)境中運(yùn)行，投標(biāo)人應(yīng)承諾自費(fèi)對所提供的產(chǎn)品進(jìn)行檢驗(yàn)并取得國家應(yīng)急管理部認(rèn)可的其中一家第三方認(rèn)證機(jī)構(gòu)（ABS/DNV/BV/CCS）的檢驗(yàn)證書 。

1）The Seawater Lift Pump can run in the offshore environment, and VENDOR shall at his own cost arrange inspection and obtain final certificate of the package from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV and CCS.

 

（3）業(yè)績要求Requirement for Bidder's reference:

1）2013年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少兩個(gè)合同海水提升泵的供貨業(yè)績，且滿足流量不小于1500m3/h，出口壓力不低于300kPaG的技術(shù)要求。投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收證明材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、流量和出口壓力的技術(shù)要求及到貨驗(yàn)收材料。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、流量和出口壓力的技術(shù)要求及到貨驗(yàn)收證明材料的，均視為無效業(yè)績。

1) Since Jan. 1st, 2013 to the deadline of bids submission stipulated(The date of signing the contract shall prevail),The manufacturer of the products invested by VENDORshall have at least two contract of seawater lift pump, and meet the technical requirements of capacity not less than 1500m3/h,discharge pressure not less than 300kPaG. VENDOR shall furnish reference List in given form for the above-mentioned Requirement for BIDDER's reference, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by VENDOR shall as least demonstrate the content show as follows: contract signing time, name of Manufacturer,name of goods, name of Project ,technical requirements of capacity and discharge pressure, receiving certificate of arrival of goods. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate contract signing time, name of Manufacturer,name of goods, name of Project ,technical requirements of capacity and discharge pressure, receiving certificate of arrival of goods will be deemed invalid.

 

 

4. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2024年1月16日開始至2024年1月23日止，請登錄中國海油采辦業(yè)務(wù)管理與交易系統(tǒng)(）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費(fèi)），注冊成功后，方可 投標(biāo)人須在線填寫 招標(biāo)文件每套售價(jià)為200元人民幣或25美元，售后不退。對于使用美元  

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from16 Jan2024 to23 Jan 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
